During recent years, the administration of PRC tax authorities on Individual Income Tax ("IIT") has been greatly improved.  At the end of year 2006, the PRC State Administration of Taxation issued a notice regarding the requirements on annual IIT filing by individuals.  31 March 2009 is the filing deadline for completing the annual IIT filing for year 2008.

Meanwhile, it has also been observed that the PRC tax authorities have been strengthening the administration of IIT compliance status of expatriates. Such efforts may increase further in the coming period due to the current economic crisis and the corresponding pressure on collection of tax revenue.

As the determination and computation of PRC IIT for expatriates may involve both the application of PRC IIT rules and regulations as well as the relevant double tax agreements between China and other countries, expatriates working in the PRC often feel puzzled in trying to becoming fully in compliance.  The purpose of this seminar is to introduce the fundamentals of PRC IIT to expatriates and their employers. The contents of this forum will cover the following areas:

财税论坛： 中国个人所得税监管

近年来，中国税务机关的个人所得税征管能力不断提高。 2006年末，国家税务总局公布了《个人所得税自行纳税申报办法》，进一步加强了对个人所得税的征收管理。2008年个人所得税自行纳税申报的截止日期为2009年3月31日。

中国税务机关对于外籍人员个人所得税的管理也不断加强。由于经济形势不稳定，税务机关税收征管的压力较大，因此对于外籍人员个人所得税的征管很可能进一步加强。
