European Chamber Heating Desk Meeting with the Beijing Environment Bureau/BCEMA/Beijing Gas on Heating Appliance

Due to the decarbonisation targets in Beijing, government departments have also introduced corresponding policies in the use of gas. For example, the Notice of Ten Departments including the Beijing Municipal Development and Reform Commission on Issuing Implementation Opinions on Comprehensively Promoting the High-Quality Development of New Energy Heating, which explicitly stated that the new heating system will comprehensively promote the use of new energy, as well as promote the renewal of new energy forms for old gas boilers.
There are clear policies regarding using and updating large-scale gas wall-mounted boilers in Beijing. The "14th Five Year Plan for Green Development of Civil Buildings" clearly states in Article 5 (8) that it is necessary to improve the efficiency of heating systems. For gas wall-mounted boilers that have reached their service life, owners are encouraged to update them to efficient low-carbon green equipment promptly.
Approximately 800,000 households in Beijing have been using second-level and below-wall-mounted boilers for many years, and over 200,000 households have been using first-level wall-mounted boilers in recent years. The technical roadmap presented in the research report is that, under the conditions of existing urban buildings, gas wall-mounted boilers should still be used, and energy efficiency should be improved. Emissions are reduced according to the requirements of Beijing. A gas wall-mounted boiler with first-level energy efficiency should be equipped, and a fully premixed condensing furnace should be recommended to achieve the goal of green replacement. At the same time, in September 2023, the Beijing Municipal Commission of Agriculture and Rural Affairs issued a replacement policy for coal to gas in the next wave of rural areas, which also specified that if wall-mounted boilers in 187,000 households need to be replaced, they will still be replaced with gas power.
