The comments submitted cover the terms on major emission units, allocation of allowance, main bodies of trading, and offsetting system. 

We also recommended that relevant regulatory authorities adequately communicate in the formulation and implementation of policies such as energy, the environment and climate change, strengthen coordination among different government departments on energy transactions, carbon emissions trading, green certificate trading and environmental pollutant licensing transactions, and promote systematic research on synergies in order to ensure the feasibility and effectiveness of policies in a collaborative manner.
