Position Overview:
The Procurement Specialist is an individual contributor role responsible for independently managing assigned procurement categories and delivering high-quality sourcing outcomes. This position emphasizes independent execution, strategic thinking, and continuous improvement to enhance procurement efficiency and value.

Procurement Manager
Essential Duties:
1. Formulate and implement sourcing strategies for marketing and MICE related services, such as PR, marketing, social media, printing, conferencing & events, hotel, travel, insurance etc., to ensure efficient and compliant procurement operations that support the university’s daily functions and supply needs.
2. Manage the end-to-end procurement process ensuring compliance with internal procedures to achieve on-time, fully compliant order fulfilment and continuously raise user satisfaction.
3. Work with requestors to forecast demand and align procurement plans with operational and category needs, engaging stakeholders to secure best-value outcomes.
4. Conduct in-depth market research and benchmarking to identify cost-saving opportunities, streamline procurement processes, and enhance value delivery.
5. Build and maintain a reliable supplier pool; manage supplier performance through standardized processes, KPIs, and performance evaluations to build a reliable, competitive supply base and minimize supply-chain risk.
6. Understand and adhere to university policies, procurement guidelines, and applicable laws to ensure all procurement activities are conducted ethically and legally to achieve zero non-compliance incidents.
7. Perform other duties as assigned.

Skills & experience
Required Qualifications:
1. Bachelor’s degree or above with 3–5 years of procurement experience in relevant categories; CIPS, CPSM or equivalent supply-chain certification is preferred.
2. Fluent in both written and spoken Chinese and English, and fully proficient in ERP systems and Microsoft Office applications.
3. Demonstrates excellent communication and interpersonal skills that enable effective collaboration across functions and cultures.
4. Customer-oriented professional who combines strong planning ability with proven stakeholder-management capabilities.
5. Possesses solid data-analysis and problem-solving skills and can multitask and perform under pressure while meeting tight deadlines.
6. Knowledge of government procurement regulations is an advantage and consistently upholds the highest ethical standards and professional integrity.
