近年来，随着国内直保市场的高速发展，再保险市场也得到了快速的发展，再保险为保险公司的持续经营、快速发展提供稳定的风险保障和承保能力支持，已成为国内保险公司风险管控的主要手段。然而，起步较晚的中国再保险业在技术储备和人才储备方面明显滞后于再保险业务发展的需要，加上保险公司对再保险认知上的偏差，导致在目前国内再保险实务中依然存在不规范和不合理的现象和做法。为规范国内再保险市场，促进再保险业的健康发展，我会起草了《财产保险公司再保险管理规范（征求意见稿）》（以下简称《管理规范》）。
