Cosmetics New Regulations Compliance

A sudden wave of Omicron outbreaks in March 2022 seriously affected cosmetics companies’ progress in adapting to new regulations on registration and notification, making it impossible for companies to complete the necessary paperwork by the 1st May 2022 official deadline. Considering the huge impact of the COVID-related lockdowns on normal business operations, the European Chamber Cosmetics Working Group actively communicated industry feedback and submitted proposals to the National Medical Products Administration (NMPA). As a result, on 27th April, the Department of General Affairs of the NMPA issued a response letter, allowing a “vacancy management” to be adopted. Local MPAs including Shanghai’s and Beijing’s released announcements with more implementation details accordingly. This advocacy success ensures that the cosmetics industry can implement the new regulations smoothly and avoid compliance risks.
