Technology has, for the past few years, been a key battleground in US-China relations. Since the opening salvos with Huawei and ZTE, the US has steadily tightened export controls on advanced semiconductors, restricted the participation of Chinese tech firms in the American market over security concerns and tried to push partners and allies to follow suit.
China has, for its part, used policies and regulations such as anti-trust and its unreliable entity list to retaliate against US actions (most recently the Trump administration’s announcements on tariffs). At the same time, the launch of DeepSeek marked a key development in China’s technological development, and Chinese companies in semiconductors and robotics keep making steady progress and, on the regulatory and policy front, Chinese policymakers continue their strong support for ‘new quality productive forces’ after the Two Sessions.
In the meantime, the new European Commission has stated its goal to pursue "tech sovereignty" through developing a more security-minded regulatory framework and promoting investments in homegrown innovation. In addition to existing European grievances linked to China’s expansive security concepts and both long-standing and emerging market access barriers in IT and tech, recent developments between the EU and the new Trump administration point to a more contentious bilateral relationship in the digital and tech sphere.
For multinational corporations, this geopolitical competition demands a keen awareness on the dynamics as well as agile strategies to help them navigate conflicting regulations, develop reliable and secure supply chains, and maintain market access.

Mr. Michael Chang
Member of China Leadership team, EVP, Head of CX Strategy & Technology, Board Member of Nokia FUNO. He has over 22 years of managerial experience in multinational companies on ICT research & innovation, standardization, technology strategy and regulations and Pre-sales. After joining Nokia, he has assumed various managerial roles in research & standardization, strategy & regulations, Solution Pre-sales/Sales support. He currently looks after all major technologies frontline relevant to Nokia mission and thought leadership in Greater China, e.g. 5G/6G, oRAN/vRAN, critical network evolution, cloud & digital transformation, technology policies for cybersecurity and data security.
Supervisory Board Member of CCSA (China Communication Standard Association). National Chair of ICT working group, EU Chamber of Commerce in China (EUCCC). Michael served as Vice President and Board Member for EUCCC (2017-2019), where he played a leading role in China-EU high level dialogue on High-Tech & Digital policies and cross-industry exchanges. Michael was a member of the “EU-China Expert Group on Digital Economy & Cybersecurity” formed by China & EU government as top dialogue platform on digital policies coordination.
Ms. Tilly Zhang

Tilly Zhang is a distinguished China Technology Analyst at Gavekal Dragonomics, where she provides in-depth analysis of China’s semiconductor, internet, and broader technology sectors.
With over seven years of experience at Gavekal Fathom China, where she extensively covered the chip industry, Tilly joined Gavekal Dragonomics in 2023 to broaden her focus on the intersection of technology, macroeconomics, and industrial policy.
Holding a BA in Journalism from Xi’an International Studies University, Tilly combines deep industry expertise with extensive on-the-ground experience in China and globally. She maintains regular dialogue with senior executives at global hedge funds and diplomats, offering nuanced insights on AI, government tech strategy, semiconductor development, and a range of other critical topics.
Mr. Christopher (Chris) Thomas

Mr. Christopher (Chris) Thomas
Chris Thomas is the Chairman and Founder of Integrated Insights, an advisory firm serving the Boards, Chairpersons and CEOs of global companies; a non-resident Senior Fellow in Artificial Intelligence and Emerging Technologies at the Brookings Institution; a Visiting Professor at Tsinghua University; and a member of the Council on Foreign Relations.
Chris spent ten years with McKinsey & Company, leaving the Firm in 2020. He served as Managing Partner for the Firm’s Asia Semiconductor Practice as well as its Co-Managing Partner for the global Digital Strategy and IOT service lines. McKinsey ranked Chris among the top 10% of global partners in three of his final four years at the Firm.
Prior to McKinsey, Chris spent a decade at Intel. He was the General Manager of Intel China, the largest semiconductor business in China. He owned the region’s $5 billion-plus P&L and grew revenues by more than 50% within 3 years. He led China’s successful elevation from a country-level sales unit to an independent regional P&L reporting directly into headquarters; directed Intel’s Olympic sponsorship campaign; and directly managed a senior team of over 300 local employees.
Chris also held multiple executive roles at Intel’s global headquarters. These roles included Chief of Staff to Intel’s Chief Sales, Marketing and Strategy Officer, where he advised on all key decisions for Intel’s 5,000-person global salesforce. As GM of the optical products business unit, he led large engineering teams in the design, manufacture, and successful launch of three advanced optical networking semiconductors. During his Intel career, Chris delivered more than $20 billion in revenue and $10 billion in gross margin to the company.
Chris began his career as a private equity investor at The Blackstone Group in New York City.
Chris is recognized as a leading global authority on the global semiconductor industry, MNC strategy for China and Asia, and the impact of US and Chinese technology policies. He has published more than 25 articles, reports and case studies via McKinsey, Stanford, Caixin, the Council on Foreign Relations, and the Brookings Institution.
He received an MBA from Stanford Business School, where he was an Arjay Miller Scholar; a Master of Arts in Political Science from Stanford University; and a Bachelor of Science in Economics, summa cum laude, from the Wharton School.
