Over the years, President Xi Jinping has given important instructions on production safety on several occasions. At the beginning of 2024, the Safety Committee of the State Council published the Three-Year Action Program for Production Safety Treatment and Prevention (2024-2026), providing practical measures to guide enterprises to establish a work safety management framework. Work safety is the cornerstone for the development of new quality productivity.
In order to tap into the outstanding companies in production safety management, motivate more companies to strengthen the understanding for production safety, and then comprehensively improve the overall production safety level of production units in the city, the Office of the Shanghai Municipal Commission of Work Safety and the Municipal Emergency Management Bureau, in cooperation with the European Union Chamber of Commerce in China (European Chamber), would like to invite the member companies of the Chamber to sign up for the European Chamber Best Practices in Working Safety Best Practice Sharing, to share the best practices of the European companies.

Events are held in English and follow the Chatham House rule unless otherwise stated.
Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Ms. Holly Lei

Ms. Holly Lei
Holly Lei (Senior Vice President, Covestro Group, President of Covestro China) is the first local female leader for this position in Covestro China.
Lei started her career at Bayer MaterialScience (the predecessor company of Covestro) in 1999 as a technical representative, and has since increased responsibilities focusing on sales, marketing and R&D . She held various management positions in China, the APAC region and globally, and devoted her cross-industry insights and customer centric mindset to develop Covestro’s business globally.
As a seasoned leader strong at managing dispersed teams, Lei is also an affectionate people leader and excels at fostering an environment that allows people to flourish and develop to their fullest potential. As an avid ambassador of diversity, equity and inclusion (DEI) at Covestro, she is actively involved in promoting Female leadership in the workplace and DEI culture with outstanding contribution and social influence.
Lei holds a bachelor’s degree in chemical engineering from Dalian University of Technology in China and a master’s degree in material science from Université de Sherbrooke in Canada. She has also received executive training at INSEAD Business School in France.
Lei is also a supervisory board member of GEA Group AG, Vice Chair of the Shanghai Chapter of the European Union Chamber of Commerce in China, and she was granted with several awards, such as 2020 China Women in Tech by Forbes, 2021, 2022 & 2023 China Most Powerful Women by Fortune, etc.
Ms. Caiyun Li

Ms. Caiyun Li
Main Duties:
- In charge of the Policy and Regulations Division, Planning and Finance Division, and the Municipal Institute of Safety Production Science.
Experience:
- Served as Deputy General Manager and General Counsel of Shanghai Wujing Chemical Co., Ltd, Director of Policy and Regulation Department (Research Office) of Municipal Safety Supervision Bureau, and Chief Engineer of Municipal Safety Supervision Bureau.
- Since January 2026, she has been appointed as Chief Engineer of Shanghai Emergency Management Bureau.
Mr. Alex Lin

Mr. Alex Lin
● Graduated from Guizhou University with a major in applied chemistry in 1992.
● Over 30 years of experience in the chemical industry include fine chemical, paint and industrial gasses, more than 20 years of working experience in multinational companies.
● Worked in Air Liquide for 15 years in the HSE field, and worked as HSE director for 5 years. Include HSE management related to construction projects and production operations.
Mr. Edwin Cao

Mr. Edwin Cao
Graduated from College of Chemical Engineering, Nanjing University of Technology in 2007. Worked for Dow Corning (Zhangjiagang) Co., Ltd (now Dow Chemical (Zhangjiagang) Co., Ltd), Rheology & Specialty Additives plant in Arkema changshu specialty materials Co., Ltd with >15 years chemistry industrial operations & management experience in multi-national companies.
Dr. Wenbin Ji

Dr. Wenbin Ji
Ji Wenbin, male, Ph.D., graduated from the Department of Chemistry of Fudan University in Shanghai and received his Ph.D. in Chemistry from the University of Houston. In 2000, he joined Covestro (previously known as Bayer) in America as a chemist at Baytown Lab. In the following years, he served as the Second Plant Director of the Baytown TDA and the Second Director of the Baytown DNT-TDA. In 2006, he was transferred to Covestro Integrated Site Shanghai as the Director of the Nitric Acid Plant. In 2013, he became the Director of the Infrastructure and Utilities Plant. In 2015, he became the Director of both the Nitric Acid Plant and the Infrastructure and Utilities Plant. In 2016, he was transferred to HSEQ as the Director of Policy Affairs. Since January 1, 2018, Dr. Ji Wenbin has been appointed as the HSEQ Director and Deputy General Manager of the Base. Since July 2021, he has been the Vice President of Covestro, head of HSEQ APAC, and Deputy Site General Manager.
Mr. William Cao

Mr. William Cao
After graduating from Nanjing University with a master's degree in 1989, he joined Shantou Ocean Group Company in the same year as an engineer, and had been engaged in QC, QA and project management.
In 1994, he joined Henkel China and served as production manager of Shantou site and HSEQ manager of Detergent Division (China) respectively. During his tenure as production manager, he was awarded the Model Worker by Guangdong Province for improving the production efficiency and safety performance of the factory and assisting the industrial zone where the factory is located to improve safety management.
In 2002, he joined Arkema China and served as the HSEQ manager of Shanghai site and Greater China region respectively, and effectively implemented the company's global HSE management projects.
In 2015, he joined Lanxess and served as Head of PTSE in Greater China. He launched PTSE management projects that meet local conditions and participated in the formulation of global HSE management processes. In the past few years, HSE performance of Lanxess Greater China has been in a leading position within the Lanxess Group.
