Decarbonisation and digitalisation of shipbuilding has been more concerned during the 14th Five-Year Plan period. On 26th October 2021, the State Council issued the Carbon Peak 2030 Action Plan, which declares support for the use of liquified natural gas (LNG) as a transition fuel for ships, and prompts Chinese shipbuilders to develop electric and LNG-powered vessels. The 14th Five-Year Plan for Industrial Green Development was issued by the Ministry of Industry and Information Technology on 3rd December 2021. On 21st January 2022, the Ministry of Transport (MOT) adopted the 14th Five-year Plan for Development of Green Transport Industry laying out the general targets for decarbonisation of China’s vessel fleets in the near term. The European Chamber and its member companies have paid close attention to the relevant policies and regulations.
第十四个五年规划期间,船舶制造业更加注重去碳化和数字化发展。2021年10月,国务院发布《2030年前碳达峰行动方案》,宣布支持使用液化天然气作为船舶过渡燃料,并敦促中国造船企业发展电动和液化天然气动力船舶。2021年12月3日,工业和信息化部发布《“十四五”工业绿色发展规划》,详细阐述了加快发展绿色智能船舶的目标,旨在推动船舶业的去碳化和数字化。2022年1月21日,交通运输部通过《绿色交通“十四五”发展规划》,其中提出了近期中国船队脱碳的总体目标。中国欧盟商会及会员企业对相关政策给予了密切关注。
To help foreign companies gain a more thorough understanding of the current status and future outlook of the green and digital transformation of China's shipbuilding industry, the Maritime Manufacturing & Industrial Services Working Group is pleased to invite you to join our upcoming meeting on Decarbonization and Digitalization of Shipbuilding under the 14th FYP. We are honoured to invite Mr Ji Yongbo, Director of Ship Transportation Technology Research Centre, China Waterborne Transport Research Institute, and Mr Hu Keyi, Chief of Corporate Technology of Jiangnan Shipyard, to give presentations and engage in exchanges with EU companies. The meeting will take place on Tuesday 11th October 2022 morning, onsite and online.

Mr. Yongbo Ji

Mr. Yongbo Ji
Mr Ji Yongbo serves as Shipping Centre Director of China Waterborne Transport Research Institute of Ministry of Transport, Vice President of the Clean Energy Vehicle and Ship Branch of the China Communications and Transportation of Association (CCTA-CEVS), and a waterborne expert for the Ministry of Transport. Mr Ji is experienced in policy, technology and planning research on the application of clean energy such as LNG, methanol and hydrogen on ships. Mr Ji has drafted a number of industry policies and planning documents for relevant ministries and commissions.
纪永波,交通运输部水运科学研究院船舶中心主任,中国交通运输协会清洁能源车船分会副会长,交通运输部水运行业专家库专家。长期从事LNG、甲醇、氢等清洁能源在船舶上的应用政策、技术、规划研究工作,主笔为相关部委起草了多部行业政策和规划文件。
Mr. Keyi Hu

Mr. Keyi Hu
Hu Keyi, born in 1962 at Shanghai, graduated from Ship and Offshore Engineering Department of Shanghai Jiao Tong University in 1982. He took the roles of the member of central committee of China National Democratic Construction Association, and the member of The National Committee of the Chinese People’s Political Consultative Conference. He was Technical Director of Jiangnan Shipyard (Group) Co., Ltd during 1999 to 2019 and current title is the Chief of Corporate Technology of same company. He was honoured with “Ship Designer Award of 2008” by The Chinese Society of Naval Architects and Marine Engineers (CSNAME).
胡可一,1962年出生于上海,1982年毕业于上海交通大学船舶与海洋工程系。曾担任中国民主建国会中央委员和全国政协委员。1999年至2019年任江南造船(集团)有限公司技术总监,现任该公司科技委主任。2008年被中国造船工程学会授予“船舶设计大师”称号。

Mr. Tiger Yong 雍虎
Tiger is the head of government affairs and public policies of MSC group in Greater China, and has built up close ties with the government, industries, trade associations, think tanks and other institutions. By his dynamic dialogue with the stakeholders and wide connections with the partners, Tiger has helped the expansion of MSC visibility and voice in China as the leading shipping and cruise company.
Tiger was the Chief Representative of the Conference of Asia-Pacific Express Carriers (CAPEC) in China from 2008 to 2018. As the opinion leader of the express delivery industry, Tiger represented the members to play the vital role in the public-private policy consultations in the areas of logistics, express and cross-border e-commerce, and participated into the legislative works and strategic dialogues ranging from trade promotion, cross-border facilitation to e-commerce laws. Tiger worked in the National People’s Congress for over five years and was assigned to the Chinese Embassy in the United States as a diplomat in 2001-2004.
雍虎,MSC地中海集团中国区政府关系副总裁,负责MSC在大中华地区航运及邮轮领域相关政府事务、公共政策及战略策划,与政府、行业、协会、智库等各方保持密切交流与合作,深入参与航运及邮轮领域的行业规划、法律法规研讨与制定,致力于促进MSC与中国相关各方的深入对话与合作,推动中国航运及邮轮行业的持续健康发展。
雍虎曾长期担任亚太速递商论坛(CAPEC)中国首席代表,负责国际快递行业在中国的政府事务、政策咨询、行业合作,深入参与涉及快递及物流行业相关政策、行业标准与规划的制定和咨询,促进包括物流、快递、跨境电商等领域的革新,推动贸易便利化和通关便利化进程。雍虎在政府事务方面具有丰富的经验,曾就职于全国人大办公厅外事部门,并曾派驻中国驻美国大使馆任外交官。
Mr. Adnan Ezzarhouni

Mr. Adnan Ezzarhouni
Adnan Ezzarhouni has contributed to the development of GTT since 2001 and currently serves as General Manager of GTT China. Before assuming this position, he occupied various posts in GTT, including Designer, Project Engineer, Project Leader and Business Development Manager, in the Technical, Innovation and Commercial Divisions. He spent 4 years as Project Leader in charge of the development of the new generation of Membrane Full Containment System for onshore tanks, and was published as Author or Co-Author of ensuing patents, and with a first application in China currently under construction for Beijing Gas. Adnan also led the new Ethane shipping market with the development of the world’s first VLECs (Very Large Ethane Carrier) that began operation in 2017, as well as the new generation Ethane shipping that began operation early 2021.
Adnan holds a Mechanical Engineering degree and a Master’s Degree in International Operation Management. He is also graduated with an Executive MBA at French Business School “HEC”. Adnan is Principal member of world leading LNG facility standard “NFPA 59a”. Meanwhile, Adnan is also French Foreign Trade advisor appointed by the French prime minister.
安南自从2001年起一直供职于GTT,目前负责GTT中国办事处业务工作。在此之前,他在技术、创新和商业部门担任各种职务,包括设计人员、项目工程师、项目负责人和业务发展经理。他拥有4年项目负责人的工作经验,在任职期间负责开发新一代的陆上薄膜储罐的系统,并作为发明专利的作者或共同作者,目前致力于膜罐技术在中国的首次应用,即北京燃气的在建项目。伴随着2017年已经开始运营的世界上第一艘VLEC(大型乙烷运输船),他领导了新一代乙烷航运市场发展,而2021年初,新一代乙烷航运开始运营。
安南拥有机械工程学和国际商务运营管理硕士学位,还完成了法国HEC商学院的EMBA课程。他是世界领先的液化天然气设施标准 NFPA 59A编写的主要参与成员。同时,安南被法国政府商贸部所属的法国对外贸易专家委员会组织任命为能源及航运领域的境外专家和顾问。
