党中央、国务院高度重视西南地区工程型缺水问题，2009年西南地区发生特大干旱后，中央和西南五省（自治区、直辖市）各级政府共同努力，科学编制重点水源和“五小”工程建设规划，加大水源工程投入力度，加快项目前期工作步伐，西南五省（自治区、直辖市）水源工程建水取得了重要进展。为全面掌握西南地区水源工程建设进展情况，决定开展西南地区水源工程建设情况调研工作。
