煤与瓦斯突出是最严重的煤矿灾害，由于影响因素多、机理复杂、防治技术要求高，因而其防治也最为困难。在原《防治煤与瓦斯突出细则》的基础上修订完成，并于2009年发布实施的《防治煤与瓦斯突出规定》，对于全国煤矿的防突工作起到了非常大的推动作用，全国煤矿的防突技术体系更为完善，防突技术水平大幅度提升。但随着安全发展理念进一步深化；相关法规的相继出台；经过整顿、关闭、整合后，煤矿构成的变化；相关技术进一步发展等对加强防治煤与瓦斯突出的宏观管理提出更高的要求，有必要对《防突规定》的部分条款进行修订。
