为保护臭氧层，我国在1991年签署加入了《关于消耗臭氧层物质（ODS）的蒙特利尔议定书》（以下简称《议定书》），于1993年颁布了《中国逐步淘汰消耗臭氧层物质国家方案》，成立以环保部为组长单位的国家保护臭氧层领导小组。我局于2004年7月作为国家臭氧层保护领导小组成员单位，承担了我国药用气雾剂中氯氟化碳类物质（简称CFCs，属于ODS）淘汰和相关监督管理工作。
