Throughout the past few years, the EU has been revamping its regulatory toolbox in order to better address emerging economic, geopolitical, technological and climate challenges. As a number of these regulations will impact the China operations of European companies, the European Chamber brings to you the Interpreting the EU’s Toolbox Series, where experts will provide an overview of the instruments that are being rolled out. The third episode of the series will focus on the Foreign Subsidies Regulation (FSR).

The European Union Chamber of Commerce Shenyang Chapter is delighted to invite you to the launch of the European Business in China – Position Paper 2023/2023 (Position Paper) on 13th October (Friday), 2023 in Shenyang. Position Paper is the Chamber’s most important publication and the cornerstone of its annual advocacy plan which is compiled by its 35 working groups and sub-working groups over a nine-month period. Despite the heightened difficulties facing European companies in China, they are committed to staying and improving the business environment, as illustrated by the 967 constructive recommendations put forward in the Position Paper 2023/2024.

Data sharing is a topic that is gaining traction worldwide.

The EU, for example, is enacting horizontal and sectoral legislation to further boost data sharing. The European strategy for data of February 2020 also foresaw the creation of common European data spaces in strategic sectors such as manufacturing, mobility and green deal. One of the most prominent data spaces is Catena-X, the first collaborative, open ecosystem for the automotive industry of the future, linking global players into end-to-end value chains, with the shared goal of a standardized global data exchange.

In China, at the end of 2022, the Central Committee of the Communist Party of China and the State Council jointly issued the Opinions on Building Basic Systems for Data to Better Give Full Play to the Role of Data Resources (Twenty Data Measures), aiming at fully leveraging China’s abundant data resources and rich application scenarios, and shedding light on Chinese-style data governance. Since then, relevant government agencies have stepped up efforts in exploring concrete policy measures.

International Equal Pay Day, celebrated on 18th September, aims to promote the achievement of equal pay for work of equal value. It further builds on the United Nations' commitment to human rights and against all forms of discrimination, including discrimination against women and girls.
Attaining equal pay stands as a significant milestone for both human rights and gender equality. The journey requires collective efforts from the global community—including businesses, workers' and employers' organisations—to champion pay parity for commensurate work. Nonetheless, there's more work ahead to further advance the economic empowerment of women.

The technology behind generative artificial intelligence (AI)—which can produce content such as text, imagery and audio—is developing at astonishing speeds. Following the release of ChatGPT in November 2022, this and other generative AI applications such as Stable Diffusion and GitHub Copilot, have captured public attention worldwide, thanks to their wide utility.

While the full economic potential of this technology is yet to be tapped into, there are a host of considerations and concerns for businesses and governments to take into account in the era of generative AI, not to mention the potential for legal and regulatory challenges.
