2018年以来,为了深化“放管服”改革,优化税收服务,财政部、国家税务总局出台了一系列增值税新政。特别地,国务院常务会议2018年3月28日研究确定三项深化增值税改革措施。从2018年5月1日起,降低增值税税率、提高小规模纳税人年销售额标准,并对先进制造业等行业符合条件的企业一次性退还留抵进项税额。2018年4月25日,国务院常务会议决定再推出7项减税措施,支持创业创新和小微企业发展。
