China’s ambition to transition to an innovation-driven society was one of the clear overarching themes of the Third Plenum of the 18th National Congress of the Communist Party of China Central Committee. China had already surpassed the United States (US) to become the world’s ‘most attractive’ destination for R&D investment. China is also the largest source of science graduates in the world, with approximately 900,000 engineering majors graduating every year, and already 2.8 million people working in China’s R&D sector

The Internet of Things (IoT) is defined as a dynamic global network infrastructure with self-configuring capabilities based on standard and interoperable communication protocols where physical and virtual “things” have identities, physical attributes and virtual personalities, use intelligent interfaces and are seamlessly integrated into the information network. IoT has moved from being a futuristic vision to an increasing market reality both in China and Europe. In this context, the EUCTP II will contribute to a three day event dedicated to EU-China IoT cooperation in Beijing from 31 August until 02 September 2015. This activity will have the support of market stakeholders to sketch recommendations for a joint action plan. Following the first two conferences organized in October 2014 and April 2015 in Shanghai and Lyon, the exchanges will provide important input for the EU-China Information Technologies, Telecommunications and Informatisation Dialogue. Priority themes to be addressed will include IoT global opportunities as identified in the context of eHealth, smart cities, and industrial IoT applications under the topic Industry 4.0.

Industry 4.0, the so-called fourth industrial revolution - after steam, electricity and information - connects machines to a network where production processes and speeds are automatically adjusted to minimise issues and costs. It has been attracting a great deal of attention from all over the world, especially after China’s State Council unveiled the China Manufacturing 2025 blueprint, which is widely seen as a counterpart to Germany's Industry 4.0 strategy - an effort to create a manufacturing revolution underpinned by smart technologies. The ambition is to turn China into a leading manufacturing nation within a decade, with the priority on digitalisation and modernisation.
