The European Green Deal sets out a clear path towards realising the European Union (EU's) ambitious target of a 55 per cent reduction in carbon emissions compared to 1990 levels by 2030, and to become a climate-neutral continent by 2050. As part of the EU Green Deal, a proposal for a Carbon Border Adjustment Mechanism (CBAM) has been introduced to prevent the risk of carbon leakage. China exports more manufactured goods and services to the EU than any other country; therefore the CBAM proposal and the amendments adopted by the European Parliament on 22nd June 2022 have raised concern among Chinese stakeholders.

From 1st September, China’s outbound data transfer security assessment measures will take effect, which require certain data transfers from China to destinations outside its borders be subject to security reviews. In the past recent, the Chinese regulators have issued several new (draft) rules for data handlers to implement the cross-border data transfer requirements of the Personal Information Protection Law (PIPL), namely passing a government-led security assessment, obtaining certification under a government-authorized certification scheme, and signing a standard contract with the overseas data recipient.

China’s Cybersecurity Law, Personal Information Protection Law, and Data Security Law have established the following channels for lawful cross-border data transfers, namely passing a security assessment conducted by the cyberspace authorities, obtaining a personal information protection certificate, and signing a standard contract with the overseas data recipient.

Joint Working Group Meeting on Talent Attraction and Retention for SMEs

On 23rd February, the European Commission published a proposal for a Directive on Sustainable Corporate Governance. The European Chamber has invited Ms Orsolya Csorba, Counsellor for Competition, Justice and Consumer Policy at the Delegation of the European Union to China to provide a debriefing on the Commission’s proposal. SCA Working Group Kick-Off Meeting and Elections

At this meeting we will discuss recent developments in Europe and potential implications on business in China from both the regulatory perspective and the geopolitical perspective. Ms Ester Canada Amela, Senior European Affairs Manager, European Chamber will provide a brief update for WG members on recent EU regulations that the Chamber envisions will come to impact member companies in China.

At this meeting we will also hold Working Group Chair and Vice Chair Elections for 2022/2023. We encourage as many of our members as possible to attend to have their say in the leadership and representation of the Working Group in the year ahead.
