The European Chamber is delighted to invite you to join our Seminar: Buyers & Sourcing Professionals training seminar conducted by the U.S. Consumer Product Safety Commission and the European Commission on 15th September, 2015. The focus of this one-day, FREE training event will be on products for children and products that have demonstrated high risks of safety violations and hazards.

As part of the opening remarks, we will ask participants to write questions they would like asked of the panel and collect these and prioritize these to have ready for the panel discussion later in the day. Steve Williams will provide a very brief intro to CPSC, its mission, etc.
EC Representatives: Brief introduction to the European Commission and its work in the area of non-food consumer product safety.
09:15-10:00 am Session 1: Overview: Common Buyer Challenges in the Global Supply Chain

This session will provide an overview of different roles and responsibilities and stages of supply chain management with interactive questions and examples. It will identify:
1. the roles of various actors in the supply chain;
2. where consumer safety issues can typically occur;
3. how the various actors typically respond or monitor to prevent and control consumer safety issues from reaching the marketplace, and the session will include Q and A throughout.

This hour will be set aside for attendees to mingle and network with each other as desired. Boxed lunches will be provided by a caterer. Attendees can also use this time to have one-on-one meetings with the U.S. regulators and technical experts to get individual questions answered or learn more information. One-on-one meetings can be scheduled for after the conclusion of the event if needed.

3:15-4:00 pm Session 5: What You Need to Know about Product Seizures at Port and How to Avoid Recalls. Includes a Hands-On Tools in Port Screening and an Introduction to the European Rapid Alert System, RAPEX

CPSC: This session will provide an overview of what a product safety recall or port seizure entails. The objective is to provide participants a very basic understanding of the implications of poor purchase decisions—the additional time, expense, and the brand reputation “hit” a company and its suppliers may take resulting from a safety issue that might have been avoidable or minimized up front or earlier in the process. Key discussion items will include a product safety recall, how the compliance investigation process works, what happens when a product investigation determines a violation of a standard, ban or regulation, corrective actions, penalty investigations, voluntary retail reporting program and its benefits, restrictions on CPSC information disclosure, fast track recalls, and notifications to consumers.
This session will include a hands-on demo of some of the common tools used for detection and monitoring and a basic explanation of how they work. Presenter will indicate what happens if results indicate a possible violation. The exact content will be decided by the technical expert. We will attempt to use products used in sessions 2-4, to demonstrate the technology to monitor exceedances, etc.
EC: Introduction will be given to the EU’s Rapid Alert system for dangerous non- food consumer products (RAPEX).

Our Speakers
Patty Adair is the Director of the Division of Combustion and Fire Sciences, Directorate for Engineering Sciences, at the U.S. Consumer Product Safety Commission (CPSC). In this role, Patty is responsible for standards promulgated under the Flammable Fabrics Act (FFA). Ms. Adair joined the CPSC staff in 2004 as a Textile Technologist. |
Jake Miller is the Regional Product Safety Officer at the U.S. CPSC Beijing Office. He joined CPSC in 2009 as a Project Engineer/Manager in the Engineering Science, Mechanical Engineering division developing mandatory rules for durable children’s products. Before joining CPSC’s Beijing office, Jake worked in the Office of Hazard Identification and Reduction as the Integrated Product Team Manager leading the development of cross-functional, continuous improvement teams. |
Steve Williams joined the U.S. Consumer Product Safety Commission in December 2014 to serve as an International Program Manager. In this role, he works as part of a team responsible for the Consumer Product Safety Commission's engagement with foreign governments and manufacturers, as well as with international organizations involved in consumer product safety. |
Li Liping serves as the Regional Consumer Product Safety Specialist in the Asia-Pacific Region for the United States Consumer Product Safety Commission (CPSC). Based in the U.S. Embassy in Beijing, she helps the Regional Consumer Product Safety Attaché to coordinate with consumer product manufacturers and government consumer product safety authorities. |
Dr. iur. Peter Bischoff Everding Since October 2012, Dr. iur. Peter Bischoff Everding has been the deputy Head of Unit in the European Commission's Directorate-General in charge of consumer product and service safety, where he is dealing, among others, with the revision of the EU legislation in the area of consumer product safety and market surveillance. |
Alan P. Kaufman is the Senior Vice President, of Technical Affairs at the Toy Industry Association Incorporated. He is a toy industry veteran with more than 35 years of experience addressing product safety, quality assurance, regulatory compliance and product testing issues for toy company. |

In this position her work includes relations with China. She has been working in the area of consumer product safety for six years.Orsolya holds a Master’s degree in Business Administration from the Budapest University of Economic Sciences, Hungary and a Master’s degree in International Relations from the University of Bristol, United Kingdom. |
