European Chamber is delighted to invite you to join a morning seminar with Rebecca Lai, Tax Partner of International Assignment Services team with PwC, Kitty Zhang, Senior Manager of International Assignment Services with PwC and Tanja Fuchs, Senior Manager of Human Capital - Global Mobility team with E&Y, who will give you an overview on current development in income tax and expat tax.
Rebecca Lai and Kitty Zhang will introduce the latest regulatory developments from PRC Individual Income Tax (IIT) perspective. The main topics will cover the most updated circular "Secondment" or "Service" – Public Notice (2013) No.19 concerning international assignees’ potential Permanent Establishment (PE) exposures in China and subsequent IIT impact and the new tax deferral treatment for Chinese Enterprise Annuity – Caishui (2013) No. 103. They will also share with you practical considerations and best practices to be considered by both the employers and individuals.
Tanja Fuchs will give an overview of income tax compliance for expatriates (tax return filing obligation) as well as the 5 years rule (becoming unlimited taxable in China) and an overview of the social security obligation for expatriates in China especially in Beijing.

Rebecca Lai is a tax partner of PwC’s international assignment services based in Beijing. She has over 15 years of professional experience in individual income tax compliance and advisory.
Before relocating to Beijing in 2002, Rebecca worked in Hong Kong and gained her experience in PRC, Hong Kong and US personal taxation. She has been providing personal tax compliance and advisory services to companies of different sizes and industries and focusing on international assignment management, advisory on tax effective compensation and benefit structures, equity compensation, cross-border taxation and visa services, etc.
Kitty Zhang is a Senior Manager of International Assignment Services based in Beijing. She joined PwC upon her graduation from the post-graduate school and has over 10 years of professional experience in individual income tax compliance and advisory. Kitty has extensive experiences in providing both the PRC and US individual income tax compliance and consulting services to companies from different industries.
Tanja Fuchs is currently assigned to EY, Beijing, assisting German and international clients in China with all aspects of Global Mobility services, including China tax and social security compliance, policy advisory and optimization of assignment structures, as well as HR advisory with special regards to the requirements of the constantly evolving Chinese market. In 2009 Tanja Fuchs was assigned to the US working on a on-site client project and assisted the client executives regarding taxas and social security as well. She has offered tax policy advisory/HR process management services, e.g. for international assignments and is specialiest for implementing HR processes.
