The new VAT circular (Circular 37) for the transportation industry came into effect as of August 1, 2013 expanding the current Business Tax (BT) to Value-Added Tax (VAT). The changes to the VAT rules creates a heavier tax burden not only for freight forwarders, but also for manufacturers, SMEs, BT taxpayers and individuals, as previously submitted claims for VAT credit will no longer be accepted. As a result, Circular 37 has serious implications on China’s exports and long-term strategy for promoting logistics services.
Taxation and logistics experts will present on the effects of Circular 37 and how to effectively manage the VAT changes.
