The Chamber is pleased to invite you to the next Cosmetics Working Group meeting, which will take place at the European Chamber office in Shanghai on Thursday, 15th June 2006, 3:00 - 4.30pm.
This meeting we will solely dedicated to the discussion of the draft 2006 Position Paper. The Position Paper is the key tool of the Working Group, developing dialogue with authorities in China and in Europe. In order to have a constructive meeting we ask all members to work on the draft of the key recommendations / recent development section and send them to Maurizio Andreano at mandreano@euccc.com.cn not later than Monday, 12th June 2006. The Chamber will then merge all parts and distribute the draft Paper ahead of the meeting. Following key recommendations have been identified for 2006:
1. Certification/labeling for all imported Cosmetics (still pending as final procedures implemented by CIQ are not yet disclosed) --> (L'Oreal)
Unify the double certification system currently in force for imported non-special Cosmetics and ensure equal treatment of imported and domestic non-functional Cosmetics.
The Working Group supports the decentralization efforts and the involvement of CIQ. However, legitimate concerns exist over the possible variances in regional standards. The industry would welcome a harmonized national standard applied throughout the regions.
2. BSE certification -> (L'Oreal)
Abolish separate BSE certification on imports by accepting MOH-BSE certificate for this purpose.
3. Cosmetics Standards
Unify the two different compulsory Cosmetics standards that are currently mandated by MOH and AQSIQ.
4. Consumption tax
Maintain the 8 percent tax rates for 'high-end skincare products' and reduce the tax rate for make-up and fragrance.
5. Advertising regulations
Revise regulations on advertising that are not in conformity with the provisions of the 1995 Advertising Law and international practices.
