Following recent updates from the Chinese government on its net export control framework, the newly issued regulations on rare earth exports signal a significant shift for companies exporting or sourcing products from China. These enhanced measures broaden the scope of controlled items and assert greater oversight over the movement of critical materials, reflecting a growing emphasis on aligning trade practices with national priorities. For foreign-invested enterprises, this evolving regulatory environment brings increased compliance responsibilities and highlights the urgent need for greater clarity in navigating export procedures.
To support member companies in navigating this evolving landscape, the European Chamber Compliance and Business Ethics Working Group are pleased to invite you to the next Working Group Meeting on the 26th of May. The session will feature a 60-minute keynote by two external speakers, offering an overview on the updated Export Control rules, their legal implications, and enforcement trends including CBDT related analysis. A panel discussion will follow, during which industry representatives will share practical insights and experiences with the new licensing regime. The event will take place offline on 26 May 2025, from 10:00 AM to 12:00 PM at the European Chamber Shanghai offline only.

蒋虹宇律师的主要业务领域为数据保护、跨境合规、出口管制与经济制裁。蒋虹宇律师毕业于吉林大学(法学学士)和外交学院(法学硕士)。蒋律师此前曾任职于律所及国内头部互联网公司,深入了解企业内部数据合规事宜,尤其是汽车制造、金融、能源等行业。蒋律师长期深耕数据合规领域,兼具法律专业深度与商业实践经验,擅于将复杂法规要求转化为企业可落地的合规方案。
Mr. Hongyu Jiang mainly focuses on data protection, cross-border matter compliance, export control and economic sanctions. Jiang graduated with a bachelor’s degree of law from Jilin University and a master’s degree of law from China Foreign Affairs University. Before joining Dacheng, Jiang worked at a Chinese prestigious law firm and a leading domestic Internet giant. Jiang gains in-depth understanding of internal data compliance matters within the enterprise, especially in the automotive manufacturing, finance and energy industries. Having deeply engaged in the field of data compliance for a long time, Jiang possesses both profound legal expertise and practical business experience. Jiang is proficient in translating regulatory requirements into actionable compliance solutions for enterprises.
蒋律师熟悉中国数据保护法律、以及欧盟(GDPR)等境外数据保护规则。蒋律师为多家企业构建了数据合规体系,制定基本流程和规范,助力企业完善数据合规制度,并为企业员工开展数据保护培训。蒋律师为多家跨国企业设计跨境数据传输合规方案,协助企业撰写相关材料,应对监管询问,顺利通过数据出境安全评估。在应对监管机构的数据合规检查方面,蒋律师也具备较为丰富的经验,为企业落实监管要求提供指导,出具专业整改建议,配合检查工作,协助企业通过检查和整改。此外蒋律师也参与多项数据保护领域的课题研究,结合企业实践提出可行性建议。
Jiang is familiar with Chinese data protection laws as well as foreign data protection rules such as the EU's GDPR. Jiang has helped numerous enterprises establish data compliance systems, formulate basic processes and norms, and perfect their data compliance systems. Jiang has also conducted data protection training for enterprise employees. Jiang has designed cross-border data transmission compliance solutions for many multinational companies, assisted them in preparing relevant materials, responded to regulatory inquiries, and successfully passed data cross-border transfer security assessments. Jiang also has considerable experience in dealing with data compliance inspections by regulatory authorities, providing guidance to enterprises on implementing regulatory requirements, offering professional rectification suggestions, cooperating with inspection matters, and supporting enterprises in achieving inspection - passing and finishing rectification work. In addition, Jiang has participated in multiple research projects in the field of data protection and provided feasible suggestions based on enterprise practices.

刘红梅律师来自北京大成律师事务所,是蔡开明律师团队的资深律师。刘律师曾在海关工作11年,先后从事海关行政案件的经营、调查、审理及执行,刑事走私案件的侦查、预审等多项工作,曾参与侦办海关总署缉私局一级挂牌督办的多起案件,在海关进出口领域有丰富的实践经验。刘律师是美国佐治亚州和纽约州的执业律师。加入大成后,参与了政府部门、能源、TMT、物流、金融、汽车等多领域的头部客户在出口管制、经济制裁、反商业贿赂等领域的多个项目,在前述领域积累颇多。
Ms. Hongmei Liu is a senior attorney from Dentons Beijing. She worked for China Customs for over a decade and has rich experience with Customs-related issues. Ms. Liu obtained her bar qualifications both in China and the U.S. (States of Georgia and New York). After joining Dentons Beijing, Ms. Liu has provided legal service in the fields of export controls, economic sanctions, anti-corruption, etc. to PRC’s Ministry of Commerce, China Council for the Promotion of International Trade (CCPIT), and dozens of top multinational enterprises, and has particular expertise in the above areas.
