Logistics Licensing Issue: Background
During a meeting between the European Chamber and the MOT recently, this issue was raised by the European Chamber delegation. The current licensing system for logistics companies is complicated and costly. There is a lack of transparency and consistency across transport networks and regions regarding licenses. This creates an uncompetitive business environment where clients in search of integrated logistics solutions can only choose from a handful of service providers. Logistic companies are also being required to apply for multiple licenses at a national level, in addition to multiple versions of a national license also being required at the provincial and municipal level.
The MOT Vice-Minister replied: This was the first time the licensing issue was mentioned to him. He welcomes the industry to provide further clarification and factual examples to further explain the issue.
Recommendations and Questions by members
For customs:
- Extend working/opening hours: ideally 24 hours without appointment necessary
- Simplify the process for amending the destination of arrival shipment
- Simplify the process for return shipments
- How does the Customs system gets updated for HS Codes that are directly affected by the World Commodity Prices of metals?
- How often does the system gets updated to reflect the realistic prices for commodities?
- How do branches of Customs operations in the state get informed about changes in the Commodity Prices?
- VAT rebates - is there a finite amount that the government can pay out i.e. if the ceiling is reached in Oct does that mean all claims after October will not receive any rebate?
For CAAC:
- Apply Restricted Agent Regime(RAR) and Known-shipper concept
