Position Overview:
This role is an individual contributor and takes the responsibility for the end-to-end procurement activities of university construction and renovation engineering projects., including internal & external stakeholder’s communication, market insight, bidding process execution and contract filing process. This position requires a fully understanding of procurement principles and the ability to follow established procedures and guidelines.

Essential Duties:
1. Analyze, clarify, and document detailed specifications and business needs with stakeholders. Develop a comprehensive procurement plan and define the sourcing strategy.
2. Conduct in-depth cost and quotation analysis for engineering projects, including verifying the reasonableness of supplier pricing by benchmarking against market prices, analyzing cost components and validating consistency with project specifications.
3. Draft, review, and negotiate contract terms and conditions to mitigate risks and protect the university's interests.
4. Maintain and develop the qualified supplier pool, run financial health, ESG and due diligence checks for new entrants. Conduct regular performance reviews, address operational issues promptly, and foster collaborative relationships to drive continuous improvement.
5. Stay updated on industry trends, market prices, new materials/technologies, and best practices in engineering procurement to enhance procurement efficiency and effectiveness.
6. Proactively communicate project status and potential risks. Lead the resolution of complex issues that arise during the procurement process, ensuring minimal disruption to stakeholders.
7. Ensure full compliance with local and national procurement laws and regulations, as well as the university procurement policies, ethical standards, and financial controls.
Skills & experience
Required Qualifications:
1. Full-time bachelor’s degree or above, major in Engineering (Civil/Construction) or a related field. Professional certification (e.g., CPSM, CSCP) is preferred, knowledge of government-purchasing regulations advantageous.
2. Minimum 3 years of procurement experience in engineering construction, renovation projects in education industry, or large group enterprises, or reputable foreign invested enterprises.
3. Professional knowledge in engineering and strong cost analysis capabilities, including the ability to understand and interpret engineering cost documents, accurately analyze cost components of projects, and provide data support for procurement pricing and cost control.
4. Strong negotiation, communication, and interpersonal skills, with the ability to build and maintain effective relationships with suppliers, internal stakeholders, and cross-functional teams.
5. Excellent analytical and problem-solving skills, with the ability to evaluate complex proposals, identify risks, and make data-driven procurement decisions.
6. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and procurement management software/systems (e.g., ERP systems, e-procurement platforms).
7. High level of integrity, accountability, and commitment to ethical procurement practices.
