Job description
Position Overview:
Duke Kunshan University is a world-class liberal arts university offering high-quality, interdisciplinary undergraduate and graduate programs. The IT Applications team, part of the Technical Services unit within the Office of Information Technology, plays a key role in supporting the mission of the University. The team consists of business analysts and application development professionals. It works closely with customers and peer teams to deliver a wide range of services, including centralized authentication, intranet access, administrative and academic application support, workflow management, data integration and reporting, and vendor service management.
This position is responsible for managing team resources, leading technical initiatives, ensuring service delivery, and collaborating broadly to innovate and enhance service offerings.

Essential Duties:
1. Collaborate with diverse customers, peers, and management to understand business needs, plan budgets, establish service targets, and develop robust solutions.
2. Define application architecture, lead complex technical projects, and ensure high-quality service delivery on time and within budget.
3. Provide strong technical support for critical business applications, including finance and procurement systems, human capital management systems, and student service systems, as well as the integrations and interfaces among these systems and infrastructure services.
4. Assist customers in designing and building applications or selecting appropriate vendors. Work with project management resources to support technical implementation.
5. Build productive vendor relationships and manage licensing and contracting resources effectively.
6. Interface with teams at Duke University to understand the broader application environment and collaborate to address service challenges.
7. Enforce information security standards and strict data access controls. Respond quickly to security vulnerabilities and production incidents to minimize impact.
8. Stay current with technology advancements, critically review existing processes and procedures, adopt best practices, and drive continuous improvements.
9. Build and manage an effective team: foster staff development, conduct performance management, and motivate team members to overcome challenges and deliver superior services.
10. Perform other duties as assigned.

Skills & experience
Required Qualifications:
1. Full-time bachelor’s degree or above.
2. At least five to seven years of relevant experience.
3. Excellent oral, written, and interpersonal communication skills in both English and Chinese.
4. Strong ability to collaborate effectively with stakeholders across campus and communicate with both technical and non-technical audiences.
5. Proven knowledge of enterprise architecture and systems related to identity management, authentication, administrative applications, process workflows, and system integration.
6. Broad experience leading multiple full-lifecycle application development and support projects, with demonstrated ability to set service goals and manage service delivery.
7. Well-developed skills in interpreting user requirements, managing project scope, evaluating available products, and providing sound recommendations to stakeholders.
8. Excellent analytical, problem-solving, and conflict-resolution skills, with strong aptitude for proactively managing risks and addressing complex issues.
9. In-depth knowledge of software development techniques and methodologies, with the ability to lead technical design and provide guidance and support.
10. Strong motivation and capacity to learn new concepts and apply emerging technologies to transform business and technical processes and drive continuous improvement.
11. Demonstrated talent for fostering team spirit and leading high-performing teams, with the ability to nurture staff development, address weaknesses, and build strong collaboration.
Preferred Qualifications:
1. Full-time master's degree, major in information technology, computer science, or a related field preferred.
2. Development and support experience with major enterprise systems such as Oracle Fusion ERP and SAP SuccessFactors, as well as complex data interfaces and system integrations.
3. Comprehensive knowledge of office automation (OA) systems, document management/archive systems, and data warehouse environments.
4. Clear understanding of AI and large language model (LLM) platforms, with successful experience introducing and implementing AI at the unit or enterprise level.
5. Expertise in information security, data management, and access control as they relate to business processes, application development, and system support.
6. High proficiency in software development using widely adopted languages such as Java and Python.
7. Extensive experience with identity management systems and authentication protocols/implementations such as SAML and Shibboleth.
8. Hands-on expertise in supporting web services and developing websites.
9. Direct experience in database management and expertise in implementing ETL processes.
10. Proven capability in mobile application design and development.
11. Familiarity with infrastructure system support and network management.
12. Relevant professional certifications.
13. At least three years of direct staff supervisory experience preferred.
14. At least five years of experience in a higher education environment preferred.
