煤炭是我国的主体能源和重要工业原料，煤炭工业是关系国家经济命脉和能源安全的重要基础产业。近年来，煤炭行业全面贯彻落实党中央、国务院一系列重大决策部署，积极转变发展方式、大力调整产业结构，煤炭工业整体发展水平显著提高，为国民经济和社会发展提供了可靠能源保障。但煤炭工业一些长期积累的深层次矛盾和问题尚未有效解决，同时遇到一系列新情况、新问题，面临艰巨挑战和难得的历史机遇。为适应经济发展新常态对煤炭工业提出的新要求，促进煤炭工业科学发展，提出意见。
