Summary

Since January 2021, a safety assessment report has been required for the registration/notification of new cosmetics products or new cosmetics ingredients. While a requirement for full safety assessments was due to kick in on 1st May 2024, by mid-March 2024, no technical guidelines had been published that outlined the data required. When the draft guidelines were finally published in late March and April, only a one-week period for public feedback was provided. In addition, some of the data required is not currently obtainable, making it impossible for businesses to fulfil the safety assessment requirements.

Since 2023, the Cosmetics Working Group has been engaging with European and Chinese stakeholders on the gradual implementation of the safety assessment. On 22nd April 2024, the National Medical Products Administration (NMPA) announced that the deadline for the implementation of the safety assessment would be extended by one year.
