China has recently introduced key policies in cross-border data transfer, cybersecurity and Artificial Intelligence. In August 2023, China unveiled the inaugural Generative Artificial Intelligence Service Management Interim Measures, outlining regulations governing AI services, including data training, manual annotation, and user information. In December 2023, the draft Cybersecurity Incident Reporting Management Measures established reporting standards and guidelines for handling cyber breaches. Most recently, the new rules for cross-border data transfer were launched in March.
To gain a comprehensive understanding of the current landscape, it is crucial to explore the latest policies on cross-border data transfers, data authentication, and data sharing. Understanding these policies means foreign companies can adopt a global approach to cybersecurity and compliance, enabling them to review and enhance their regional cybersecurity policies and practices.
The European Chamber's Cybersecurity Conference 2024 will bring together professionals and experts from various sectors, including law and consulting firms, industrial players, and major data processors to share their insights on the future of China’s data flow security landscape and possible solutions for all relevant parties.

Background:
Dakai leads KPMG’s Forensic Technology team in Shanghai and he has over 13 years of combined experiences in providing Cyber Incident Response, E-Discovery and Data Analysis services. He stared his career in KPMG Holland and relocated to Shanghai in year 2011.
Relevant Experience:
Dakai started his Forensic Technology career at KPMG The Netherlands and has been working with different teams across Europe ever since. He was on various international projects where he spent years working in UK, German, Belgium for projects serving different large multinational corporations.
In 2011, Dakai relocated to KPMG’s Shanghai office, where he continued to provide technology solutions to oversea companies as well as supporting engagements in regards to internal auditors, cyber security, risk and compliance, fraud prevention/detection, anti-corruption practices, FCPA and UK-Bribery compliance, due diligence, data acquisition and preservation, Anti Money Laundry, litigation support engagements.
Dakai lead various Digital investigation engagements in China to assist client and its external counsel exploring facts lay beneath different ERP data sources. He has significant knowledge working with different local ERP packages as well as global ERP solutions to identify, extract, map, modelling, analysis and visualizing data from different angles, transform such information into meaningful business interpretations.
Dakai combines his extensive knowledge of data analytics with his system development skills to assist clients from various industries. Including provide information system solution to meet client’s specific requirements on fraud/loss prevention and detection related issues.
Dakai also specialized in E-Discovery by assisting clients and their internal and external counsels to collect, preserve and analyze large volume of structural and un-structural data. He provides technical inside and identifies factual findings in related to various commercial investigations and litigations. Over the past years, Dakai has been leading numerous large E-Discovery projects in China for pharmaceutical companies.
In the past few years, Dakai helped clients investigate urgent cyber breaches such as ransomeware, phishing attacks, etc. by providing Incident Response service in Mainland China.

Julia T. is serving as ‘Information Security Officer’ role in Intesa Sanpaolo S.P.A Shanghai branch, in charge of Cybersecurity and Business Continuity Management. She started her career in IT filed, then transitioned to banking industry specialized in Technology Risk, then to the Cyber.
Professionally, she holds CISSP, CISA, CISM, CRISC, CGEIT , ISO27001LA & CIPM credentials.
Before join Intesa Sanpaolo Shanghai, she ever positioned in CITI as Country Tech Risk Manager and CISCO as InfoSec PM.

Guo yingkai, ICT product manager of China system certification business group of Bureau Veritas, holds a doctoral degree in image processing and Pattern Recognition Research Institute of Shanghai Jiaotong University, focusing on artificial intelligence and pattern recognition, and has won the second prize of science and technology award of Chinese universities. Director of China Cyberspace Security Association; Senior member of China Electronics Society, computer society and artificial intelligence society; Expert of computer forensics Professional Committee of electronic society; Cyberspace Security Association Sports Professional Committee experts. With 20 years of experience in information system development, information security, artificial intelligence, technology management, enterprise management, product management and team management.

Mr. Justin Zhang has rich experience on Information Technology and Information Security area.
Prior to IKEA, he has worked for semi-conductor and automotive companies, leading or
supporting IT/IS projects like connected-car solution security audit, supplier security review etc.
Justin joined IS team at IKEA China in February 2018 and supported INGKA China cyber
compliance project for Chinese Cybersecurity Law compliance and has led several important
security/compliance projects such as MLPS, Cross-border data transfer, IKEA CN App security
enablement. As the expert in security/privacy frameworks and security technical solutions, he
continues to focus on and explore better way of cyber and privacy compliance for digital
products, supports business units across INGKA China on security/privacy by design,
assessments, risk management, relevant regulatory compliance.
