The announcements back in April 2025 of the imposition of export controls of rare earth elements by the Ministry of Commerce, which were followed by the now suspended 9th October announcements, have brought this policy instrument to the forefront of European business’ in China’s considerations, not only from the point of view of supply chain resilience and risk management, but as importantly, from the perspective of compliance. While companies may now be largely familiar with the licence application processes, there is still a lack of clarity around how this framework will evolve in the future. In particular, two key questions raised by industry at the moment have been regarding what a potential general licence scheme will look like, and how some of the suspended measures – most notably the extraterritorial export controls – would be implemented if imposed after the one-year suspension.
The European Chamber is pleased to invite you to our next Export Control Task Force meeting, where Mr Guoxun (Kevin) Zhang, Senior Consultant at the Zhong Lun Law Firm Beijing office, will provide an overview of China’s export control regime and cover some of these outstanding questions.
