China is in the midst of one of the most serious power shortages in a decade, with 22 provinces employing varying degrees of load-shedding measures. The large-scale power crunch that ensued has raised the alarm to both government authorities and businesses. For a market that has largely maintained power supply security during two decades of robust growth, it is astonishing to observe the scale of this current power shortage.
What are the reasons behind the shortages? What is the impact on businesses, particularly those in energy-intensive sectors? And how should the government and companies respond to this energy crisis? On 25th October, the European Chamber will welcome a group of experts from diverse backgrounds to share their insights on these topics, and explore how China’s energy dilemma could be resolved while balancing environmental concerns against the use of coal-fired power.

Ms. Lara Dong
Lara Dong is a senior director on the Climate and Sustainability Group at IHS Markit, based in Beijing, China.
Lara Dong leads Greater China power and renewables research and is a member of Asia's research and consulting team. Ms. Dong focuses on Greater China's power and renewable market fundamentals, key players across the value chain, and policy and market reform analysis. Prior to joining IHS Markit, Ms. Dong spent eight years at Rio Tinto, most recently as principal advisor, where she researched commodity market fundamentals and generated China policy insights in coal resources and electricity procurement options for aluminum smelting. In her role at Rio Tinto, she oversaw global coal price forecast and cross-commodity research on industrial, environmental, and state-owned enterprise reform policies. Earlier, Ms. Dong served at Noble and BHP Billiton as an analyst with cross-commodity research responsibilities, and at the Canadian Imperial Bank of Commerce as a debt market research analyst. A CFA charterholder, Ms. Dong holds a bachelor's degree in economics from Xiamen University, China, and a Master of Business Administration from the University of Toronto, Canada.

Wenjuan Dong, Associate Fellow, Institute of Climate Change and Sustainable Development, Tsinghua University. With over 15 years of progressive experience in climate change mitigation, energy, climate finance and public policy consultancy and research, she once worked as Associate Fellow for Brookings-Tsinghua Center for Public Policy from 2015 to 2019, and Senior Analyst for Climate Policy Initiative at Tsinghua University from 2010 to 2014.
For the field of climate change, she has led and participated series of projects including ‘Study on China’s Long-term Low-carbon Development Strategies and Pathways’, which won the first prize of "2020 China's Top Ten Scientific and Technological Progress in Ecology and Environment"; UNEP collaboration project ‘Synergizing Action on the Environment and Climate’; ‘Improving the Environment and Social Safeguard (ESS) of China’s Developmental Financial Institutions in Belt and Road Initiative Investment’, Brookings Institution’s project ‘Energy in Transition’, Global Commission on the Economy and Climate’s project ‘Micro-economy of project The New Climate Economy’, etc.

Ing. Guido D. Giacconi is co-founder and currently President of In3act Srl, an Italian business strategy consulting and advisory company with operations in China since 2006, focused on Energy and Environmental Protection, Regions Business and Economy Planning, Automotive, Consumer Goods, Chemical, Retail. Among many European Clients, In3act is honored to assist also National and Local Chinese Governments -unique Italian strategy consulting company to serve Public Administrations in China.
He is also CEO of In3act Global - a Group holding with interests in consulting and investments - CEO of GDG&C Srl, a business consulting company specialized in SMEs, active in Europe and China.
Former national Chair of EUCCC Energy WG, former Vice Chairman of the China-Italy Chamber of Commerce, former Chair of the China-Italy Chamber of Commerce Energy and Environment Protection Working Committee, consultant to the Embassy of Italy in China and Italian Trade Agency. In 2017 Ing. Giacconi has developed and issued an advanced study of the Made in China 2025 Chinese Government program and released to Italian Institutions for designing and setting up the most proper Sino-Italian cooperation.

Jörg Wuttke is Chief Representative of BASF China, based in Beijing. Wuttke is President of the EU Chamber of Commerce in China – an office he already held from 2007 to 2010 and from 2014 to 2017. Wuttke is a member of the Advisory Board of the Mercator Institute for China Studies (MERICS) in Berlin. He contributes regularly to the Swiss financial blog https://themarket.ch/. Wuttke has lived in Beijing for more than three decades.
