In September 2024, the Ministry of Commerce, the National Health Commission, and the National Medical Products Administration issued a notice to launch a pilot program for expanded openness in the medical field. In regions like the China (Guangdong) Pilot Free Trade Zone, foreign enterprises are allowed to engage in the development and application of human stem cell, gene diagnosis and therapeutic technologies for product registration, launch, and production. Additionally, wholly foreign-owned hospitals are permitted to be established in cities such as Guangzhou. These significant measures have been rolled out in succession, accelerating the aggregation and realisation of high-level opening-up development achievements in Guangzhou Nansha.
