Communication and negotiation skills are vital and the key success factors to all kind of business nowadays. 我国《数据安全法》规定,国家建立数据分类分级保护制度,根据数据在经济社会发展中的重要程度,以及一旦遭到篡改、破坏、泄露或者非法获取、非法利用,对国家安全、公共利益或者个人、组织合法权益造成的危害程度,对数据实行分类分级保护。同时,有关部门应制定重要数据目录,加强对重要数据的保护。

随着相关工作持续推进,近期,数据安全与分类分级治理出现一系列新动向。例如,2024年3月19日,国务院办公厅印发《扎实推进高水平对外开放更大力度吸引和利用外资行动方案》,明确提出健全数据跨境流动规则,科学界定重要数据范围。3月20日,国家标准委批准发布推荐性国家标准GB/T 43697-2024 《数据安全技术 数据分类分级规则》以及作为规范性附录的《重要数据识别指南》,对企业的合规工作提出了进一步指引和要求。与此同时,部分行业、领域和地方在数据安全和分类分级治理方面,也出台了相关规定。

在这一背景下,中国欧盟商会有幸邀请国家工业信息安全发展研究中心科技委成员、产业促进所研究部主任杨晓伟博士和世辉律师事务所合伙人王新锐,就近期数据安全与分类分级治理相关工作和动态进行分享。
