Under the Paris Agreement, countries are required to submit their Nationally Determined Contributions (NDCs) every five years, with the next round due by February 2025. These new NDCs, with a target of 2035, are an essential component in the process of charting a credible short- and mid-term pathway to reaching the 1.5°C temperature goal. In this context, the level of ambition of players like Germany, the EU and China will have far-reaching implications at a global level. In the meantime, businesses – particularly those in the power sector and high-emitting industries, play a central role in translating these targets into reality. Dialogue between industry and policy-makers therefore remains a key part of the joint effort to advance a sustainable climate agenda compatible with economic development – in the EU, in China and globally.
On 27th November, the European Chamber and the German Embassy will co-host a public conference entitled ‘Growing Green – How Does Industry Leverage the Economic Opportunities in National Climate Targets?’ This event will bring together thought leaders, policymakers, and industry experts to give a comprehensive overview of the formulation and implementation of the EU's and China’s NDCs, and to discuss the challenges and opportunities facing key sectors such as power, chemicals and steel.

Mr. Jens Eskelund
Jens Eskelund was born in 1970 in Aarhus, Denmark. He holds an MA in philosophy and has studied at University of Aarhus and University of Texas at Austin. He has also pursued studies in Chinese at Renmin University in Beijing. Coming to Beijing as a student in 1998, Jens Eskelund began his career in China as Commercial Officer at the Danish Embassy to China before taking on a position in marketing for Maersk Line in Beijing in 2000. He has since held positions as General Manager for Public Affairs for Maersk Line in China and later Director of Public Affairs for North Asia before assuming his present role as Chief Representative for Maersk in the Greater China Area and North-East Asia. Primary focus areas comprise engaging government entities, institutions and trade associations on matters of policy, regulatory environment and business development on behalf of the companies within the Maersk Group.
Jens Eskelund is a former Chairman of the Danish Chamber of Commerce in China as well as the Vice President and Chair of Maritime Working Group of the European Chamber. Jens was elected as the President of European Chamber in May 2023.

Caroline is a distinguished professional with a wealth of experience in international affairs, trade, taxation and customs, budget, and human resources, spanning a career of strategic leadership and impactful contributions.
As Head of Unit for the Bilateral external relations in the Directorate General for Climate Action and Deputy Director for International Affairs and Climate Finance Directorate, she aims at fostering effective climate diplomacy and cooperation with countries around the world. Her responsibilities encompass projecting the Green Deal externally by developing bilateral relations on climate policy, building Green Alliances and Partnerships, organising High level dialogues and mainstreaming climate into the EU development assistance programmes.
Caroline holds a Master in Political Science with a focus on Latin America from Institut d’Etudes Politiques d’Aix-en-Provence, France. She is trained as an internal coach.
Dr. Da Zhang

Dr. Da Zhang is an associate professor at the Institute of Energy, Environment, and Economy, also serving as the deputy director of the Center of Climate Governance and Finance at the Institute for Carbon Neutrality, Tsinghua University. He is a research associate at the Joint Program on the Science and Policy of Global Change, MIT, and an associate editor at Climatic Change, the Journal of Global Economic Analysis, and Energy and Climate Management. His work has appeared in Nature Climate Change, Nature Energy, Joule, One Earth, and Lancet Planetary Health. He has been supporting energy and climate policy analyses for the National People’s Congress, Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the State-Owned Assets Supervision and Administration Commission, and the National Energy Administration. He has also led several research grants sponsored by the World Bank, IEA, and EDF.

Jet joined TOMRA on Oct 2017 and has been mostly working on policy advocacy and business development for circular economy transition. Before that, he worked for several international and domestic companies in the environment industry such as Haldor Topsoe China, Poten Environment and Derun Environment (a joint venture by Suez and Chongqing Water Assets Management Co.). From 2004-2011, he also served as senior commercial officer at the Embassy of Denmark in China for 7 years. Jet holds two master’s degrees from the Northwestern Polytechnic University and Nanyang Technological University, respectively.

Ms. Song Xudan is also Deputy Chairwoman of the Board of Datang Jiangxi Fuzhou Power Company, Board Director of China Energy Dongtai Offshore Wind Power Company.
She has successively worked in China National Nuclear Corporation (CNNC), State Power Investment Corporation (SPIC) and EDF China. She has accumulated rich experiences in business management and R&D management in the energy sector.
She was graduated on Nuclear Reactor Engineering from Xi'An Jiaotong University in 1989, and obtained the Master Degree on Executive Master of Business Administration (EMBA) from Guanghua School of Management, Peking University, in 2008.
Ms. Hailian Xie
Ms. Hailian Xie
Ms. Hailian Xie is the Vice President of Hitachi Energy (China) Ltd. (Former ABB Power Grids Investment (China) Ltd.), Head of Business and Market Development. She has been with Hitachi Energy since 2020, having previously held positions as Head of Smart Grids, Digital, and Power Consulting in China, as well as Head of Business Development and Market Intelligence.
From 2019 to 2020, Ms. Xie served as the Head of Research Center at ABB Power Grids Investment (China) Ltd.
Prior to this role, she occupied various positions at ABB Corporate Research Center in ABB (China) Ltd., including Senior Researcher, Principal Researcher, and Department Manager.
Ms. Xie has extensive experience in power system research with primary focus areas that include grid integration of renewable energy sources, energy storage solutions, active distribution grids, flexible alternating current transmission systems (FACTS), high-voltage direct current (HVDC) transmission technologies, among other related fields. Ms. Xie obtained her PhD from KTH Royal Institute of Technology in 2009.
Dr. Zhimin Liu

Liu Zhi Min is an accomplished Marketing Technical Director for Grid Technologies, Siemens Energy, being instrumental in driving technological advancements and marketing strategies. Liu has a solid track record, having been with Siemens Energy and contributed significantly for over 20 years.
Previously he worked for Shanghai Jiaotong University and Xi’an Jiaotong University where he obtained Ph. D in the field of electrical insulation and high voltage engineering.

Jessica Bao serves as the General Manager of Communication at Envision. With a distinguished background in China’s official media, she possesses deep insights into the policies and trends shaping China's economic and industrial development. Drawing on extensive experience in the high-tech and renewable energy sectors, she also has a profound understanding of the renewable energy industry.
Prior to joining Envision, she held key roles such as Director of Media Relations and Government Affairs at Geely, Deputy General Manager of the Brand and Public Relations Center at BOE, and Chief Editor at Economic Daily.

Jens Hildebrandt joined BASF as a Vice President in July 2024. In his role, he is responsible for Government Relations Greater China, based in Beijing.
Prior to joining BASF, Jens had an extensive career within the German Chambers of Commerce network (AHK/DIHK) for almost 17 years. Within the network, he worked in China, Czech Republic, and Germany, serving in various management positions, most recently, as the Executive Director & Board Member of the German Chamber of Commerce (AHK) in Beijing from 2018 to 2024. Additionally, Jens also served as the Asia-Pacific Coordinator of the Asia-Pacific Committee of German Business (APA) during his time at AHK Beijing.
Jens Hildebrandt pursued his studies in Leipzig, Beijing, and Hong Kong. He holds a Master in Political Science & Sinology from the University of Leipzig, Germany and an MBA from the Steinbeis University Berlin, Germany.

Mr. Qingtao (Thomas) Zhao, currently serves as the Vice President of SKF China and Northeast Asia, responsible for legal, compliance, and government affairs. He also leads work on ESG, sustainability, and governance.

Years of experience in sustainable development strategy consulting for global leading chemical groups and international consulting firms, and many times successfully provided one-stop sustainable development strategy consulting for large multinational groups, centralized state-owned enterprises and listed companies.
Focus on sustainable development, green supply chain, circular economy, plastics recycling and high value-added utilization.
Providing industry support as a government think tank, participating in national research projects and building green supply chain evaluation systems for ministries and commissions such as Industry and Information Technology, Health, Environment, Development and Reform, etc., as well as cooperating with representative international organizations, industry associations, and multinational corporations in projects, research projects, and white paper releases.
Mr. Weekley Lin
Mr. Weekley Lin
Weekley Lin serves as the Head of Sustainability of Ouyeel Co. Ltd., China Baowu Steel Group. In addition to this role, he holds multiple positions, including Secretary - General of the Green Low - Carbon Supply Chain Public Service Platform, leader of the Data Task Force of the CN100 Alliance, Secretary - General of the China Iron and Steel Industry EPD Programme, and Secretary - General of the Asia - Pacific Carbon Neutrality Innovation Demonstration Community.
His primary responsibilities involve integrating China Baowu Steel Group’s resources to advance green and sustainable logistics. His work supports the steel industry's shift from manufacturing to service-oriented operations, fostering a vibrant ecosystem for bulk commodity shared services.
With 25 years of management experience across various departments in several multinational enterprises, Mr. Lin has cultivated extensive expertise in supply chain management, business operations, strategic investment, and planning.

Dr. Di Giovanni was born on July 3, 1963, Italy. He obtained a master’s degree in Energy and Climate Change. He is the States' Representative of European Chamber since 2023.

• 2012-2015: President and CEO of the AGI SPA(Eni Group).
• 2015-2020: Chairman of the Board of Directors of Eni USA Uptream, Chairman of the Board of Eni USA Downstream, Executive Vice President of Eni USA Branch Office.

Ester Cañada Amela manages the Chamber’s overall engagement with European institutional stakeholders and monitors relevant policy developments in the EU. She is also in charge of the Advocacy Platform at the EU SME Centre, an EU-funded project implemented by the European Chamber and three other partners, as well as the Chamber’s Standards and Conformity Assessment Working Group. Ester holds a double masters’ degree in European and Asian Affairs from Sciences Po Paris and Fudan University, as well as a BA in Translation from the Autonomous University of Barcelona.
