On 13th August, China’s State Council released the Opinions of the State Council on Further Optimising the Foreign Investment Environment and Increasing Efforts to Attract Foreign Investment (Opinions). The European Chamber has stated that the 24 points contained in the Opinions could go a long way towards improving business confidence if they are implemented in a timely, coordinated and consistent manner. The publication of detailed implementation guidelines will be an extremely important part of this process.
To better understand the 24 points and future implementation plans, we are delighted to have Tang Song, Deputy Director General of the Foreign Investment Department of the MOFCOM, participate in an exclusive, closed-door dialogue with European Chamber members. The discussion will focus closely on working groups’ inputs on common concerns relating to government procurement, security, cross-border data transfer/validation, the Anti-espionage Law, among other topics, as well as on industry-specific business issues.
The event will start with a debriefing by Adam Dunnett, Secretary General of European Chamber,he will introduce the recent visits of EU officials and the Chamber’s inputs for their dialogues with Chinese counterparts.

中国国务院8月13日印发了《关于进一步优化外商投资环境加大吸引外商投资力度的意见》。意见中包含的24条政策措施,若能及时、统筹且持续的落实,将非常有助于提振在华外资企业的信心。为更好帮助会员了解“24条”及其实施计划,中国欧盟商会非常荣幸邀请到商务部外资司唐颂副司长参与本次独家对话活动。唐司长将介绍“24条”内容,并重点回应会员企业在如政府采购、安全、跨境数据传输、反间谍法和行业问题等领域的关切。在对话结束后唐司长将与会员企业在问答环节进行互动。
中国欧盟商会秘书长唐亚东先生将首先介绍欧盟官员近期访华的情况,以及欧盟商会为他们与中国政府官员对话提供的建议。

Events have limited seating so to ensure your attendance we encourage advance online registration and payment. We cannot guarantee entry to anyone not registered in advance.
Payment can be made by cash, (domestic) credit/debit card or WeChat. If pay in advance via WeChat we are typically able to provide Fapiao upon your arrival. For payments made on-site we will dispatch the Fapiao to the given address within 5-10 days.
Events are held in English and follow the Chatham House rule unless otherwise stated.
Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Mr. Adam Dunnett

Mr. Adam Dunnett
Adam’s career has largely focussed on trade & investment advocacy and promotion, government relations and association management. As the European Chamber’s secretary general, he is responsible for the overall implementation its objectives, visibility, membership and advocacy activities across its 7 chapters and 9 offices in China (Beijing, Chengdu, Chongqing, Guangzhou, Nanjing, Shanghai, Shenzhen, Shenyang and Tianjin).
Ms. Xiaobo Zhang

Ms. Xiaobo Zhang
Xiaobo Zhang, nationality as China, an expertise in treasury and finance functions. Xiaobo has 19 years of professional and management experiences in top tier multinational companies across financial institution, Energy, manufacturing, international clearing and community organization. She is currently head of Group treasury and finance director in TotalEnergies China. Prior to joining in TotalEnergies in early 2020, she held corporate market Director role of SWIFT China. She spent 12 years and was Vice President in JPMorgan Chase Bank between 2006 to 2018 and spent 3 years in Motorola Finance team since 2003.
Xiaobo graduated from Peking University with a MBA and from Central University of Finance and Economics in Master of laws, holding two Masters and two Bachelor degrees.
She has proven tracking record and accomplishments in strategy, initiation, compliance and governance in executive group. She has gained reputation for her inclusive leadership and stakeholders engagement. Xiaobo holds as Chairman and sponsor to women network groups.
