Evolving chemical regulations such as the implementation of One Enterprise, One Product, One QR Code for hazardous chemicals in China and emerging REACH-like regulations in APAC countries are creating new regulatory challenges for chemical companies operating in China in 2023. Dr. Kenny Zhao
Kenny Zhao graduated from ECUST(East China University of Science and Technology) and Duke University, with the major of Environmental Engineering. He worked for Solvay for more than 10 years, hold the position of Environment and Rehabilitation Manager, APAC.
His work focus on Environmental regulatory compliance (audit, training, consulting), Plant environmental operation, Sustainable Development Management/ESG/Carbon Neutral/Green Chemistry/Circular Economy, Environmental Project Management (Waste water and waste gas treatment project), Site Investigation(Routine investigation for site in operation, Due Diligence investigation projects on the sites from acquisition or shut down or relocation), Contaminated Site Consulting and Remediation.

Mr. Jinhe Chen

Mr. Jinhe Chen
Jinhe Chen, associate chief physician, certified safety engineer. He has been work in NRCC (National Registration Center for Chemicals) MEM since graduated from a medical college.
He is engaged in studying hazardous chemical regulations and standards, especially about chemical registration, GHS classification, hazard communication etc. He was in charge of “list of hazardous chemicals for priority management”, national standard “Phrase and Codification of Chemical Hazard Statements”, “handbook of hazardous chemicals catalogue” (which will be published soon by Chmical Industry press). involved in the “Hazardous chemicals catalogue”, “Guidelines for the implementation of hazardous chemicals catalogue”, AQ3047, GB17519 etc.
Ms. Eric Xiong

Ms. Eric Xiong
Eric was Graduated in SCUT, majored in Chemical engineering as MSc. He has 12 years working experience in product stewardship and regulatory compliance service for chemical industry in China, Europe and other east Asian countries. He provided training on chemical regulations for some multi-national companies such as Bayer, Johnson & Johnson, Solvay etc., he was invited to speak on industrial workshops/seminars in Europe, US, Japan and Korea; he also keeps constant communications with authorities and shared on how None-EU companies reach compliance under EU REACH to ECHA officials in Helsinki.
He now focuses on providing solutions for enterprises to remove chemical regulatory barriers in Asian Pacific countries.
Ms. April Guo

Ms. April Guo
April works in CIRS Group for more than 11 years and leads the personal and home care team to assist global well known personal and home care product companies and ingredient suppliers in regulatory compliance for thousands of products each year. She is always invited to participate in international regulatory conferences to give the training regarding China cosmetics regulations to foreign cosmetic companies.
Mr. Dong Xie

Mr. Dong Xie
Mr. Dong Xie joined Nouryon in October 2018 and currently serves as the General Counsel, Asia Pacific and Director, Corporate Affairs for Nouryon. As a member of the senior management of the company in Asia Pacific, Mr. Xie leads the Legal & Government Affairs Department of the company in Shanghai to provide legal and government affairs support to the manufacturing and business entities across the region. He also holds leadership roles in the Multinational Companies Committee of China Petroleum and Chemical Industry Federation (CPCIF).
Mr. Xie holds Juris Master degree from Fudan University and B.S. degree from Tongji University. Prior to Nouryon, he worked as legal counsel for INVISTA and GE and has more than 17 years of experience in multinational manufacturing companies.
