The Energy Working Group is pleased to invite you to its 2023 Kick-off Meeting, Chair Elections and Position Paper Discussion on Thursday 30th March, 15:00 to 17:00 at the European Chamber’s Beijing and Shanghai offices.
The first part of this meeting will consist of two offline keynote presentations. The first keynote (Beijing) from Andy Chen, Senior Analyst at Trivium China will look at: Key Energy Takeaways from the 2023 Two Sessions. The second keynote (Shanghai) from David Fishman, Senior Manager at The Lantau Group will discuss: China’s Green Procurement Options and the State of the Energy Market 2023.
The second part of this meeting will consist of the 2023-2024 Chair Elections and Position Paper Discussion. Candidates running for the elections will introduce themselves and their goals for the Energy Working Group over the next 12 months. Only Energy WG members who have their registration confirmed for this meeting will have the right to vote, with one vote per company. Voting instructions will be sent via email to individual attendees prior to the meeting.
You must register by 29th March noon to be able to vote.

Keynote 1: Key Energy Takeaways from the 2023 Two Sessions
2023 Two Sessions indicated that environmental and decarbonization efforts will take a backseat to economic growth and energy security this year. How does this year’s environmental policy agenda compare with the 2022 one? As China's economy recovers and extreme weather events proliferate, how will China push forward its dual-carbon targets while securing energy supply? What does this year’s energy intensity target reflect? When will renewables meet China’s power consumption growth and displace coal-fired power? This talk will take a closer look at the key energy takeaways from the 2023 Two Sessions.
Keynote 2: China Green Procurement Options: State of the Market 2023
While China continues to set annual records for wind, solar, and hydropower capacity additions, the role of coal in the power sector remains dominant, complicating the decarbonisation ambitions of any company with exposure to China via its own factories or its supply chain partners. Even as China inches towards its 30/60 carbon neutrality goals, this schedule is far too slow for many multinationals. Fortunately, the green power procurement landscape of 2023 is evolving quickly. Recent policy reforms have enabled a variety of pathways for industrial producers to decarbonise, including cost-effective onsite generation, contracting for green power with a retailer or renewable generator, purchasing high-quality renewable energy certificates, or taking an equity stake in a renewable project via an investment fund. The Chinese landscape remains complex, but good options are out there, and the first movers are already reaping the rewards of their proactivity. This talk will briefly introduce these options and the key considerations for each approach.

Mr. David Fishman

Mr. David Fishman
David Fishman is a senior manager at The Lantau Group, an economic consultancy with a specialisation in energy and gas across the APAC region. At The Lantau Group, David’s areas of expertise revolve around the Chinese power sector, with particular focus on coal, wind, solar, nuclear, grid, and the development of power markets. His project work includes regulatory and intelligence for power generators and large power customers, commercial transaction advisory for project investors and lenders, power tariff and curtailment forecasting, decarbonisation planning for multinationals with China exposure in their supply chain, and other matchmaking support for foreign firms seeking to do business with Chinese state-owned enterprises (SOES). Prior to joining TLG, David was a Managing co-director and shareholder of the nuclear energy-focused consultancy Nicobar Group in Shanghai. He holds a joint MA from Johns Hopkins University School of Advanced International Studies and Nanjing University in the field of International Relations and Energy Policy. He is a native English speaker and fluent in Mandarin.

Mr. Andy Chen
Andy is a senior analyst at Trivium China, a Beijing-headquartered policy and strategic consultancy focused on helping foreign businesses, investors, and governments understand and navigate China’s geopolitical, political, regulatory, and business environment. In the past four years, Andy has led Trivium’s research and analysis on a range of cross-sectoral issues, including on renewable energy, the green transition, and related power market developments. Prior to Trivium, Andy worked as a fellow at The Cohen Group and as a program assistant at the World Bank Group in Washington D.C. Andy has an M.A. from Georgetown University’s School of Foreign Service, and a B.A. in International Studies and Economics from Rhodes College.
