Despite the ongoing challenges of Covid-19 and the resulting economic fluctuations over the past two years, the new energy sector has continued to see staggering growth, including electric vehicles, which set new records in Chinese sales in the past year. The rapid growth of offshore wind energy and solar PV in recent years has breathed hope into global efforts to reduce carbon emissions. Whether it be at COP26 or in China’s 14th FYP, one message always rings clear: the new energy sector is key to tackling climate change and reaching carbon neutrality, and its growth is only the beginning of the global shift towards sustainable practices.
Understanding the growth of the renewable energy sector gives us reason to be more optimistic about how fast it can ramp up to meet carbon neutrality goals in the future. As Chinese and European companies lead in the transition towards green energy, the European Chamber of Commerce in China is delighted to invite you to discuss the outlook of the new energy industry in China and its impact on corporations as well as policy structures. This workshop will explore challenges and best practices involving green transition and carbon neutrality in China, and provide insights into the future of green energy.

Advisory Council Policy:
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to tournaments.

Mr. Juan Ignacio Garcia de Motiloa
Mr. Juan Ignacio Garcia de Motiloa
Juan Ignacio first came to China in 2003 to open a government commercial office in Shanghai to support Spanish companies doing business in China. He entered the private sector in 2007 to set up the first greenfield manufacturing plant in China for the Spanish multi-national automotive engineering company, Gestamp. In 2009, Juan Ignacio relocated to Beijing to become Managing Director for the Spanish wind engineering company, Gamesa (now Siemens-Gamesa). During his time in Beijing, Juan Ignacio became involved with the European Union Chamber of Commerce and led the sub-working group for Renewable Energy companies. He was later elected vice-president of the Executive Committee of the European Chamber (in Beijing). In 2013, Juan Ignacio was asked to return to Spain to take the appointment of Vice-minister of Industry and Energy for his native Basque region. There, he was responsible for the formation and execution of the industrial, energy and international policy of the government.
Juan Ignacio is now back in Shanghai where he is currently vice president and member of the board of Iraeta Energy Equipment company, a Spanish-multinational with a China JV manufacturing energy equipment mainly servicing the wind power sector.

Guozheng Zhang is responsible for industry park development, investment promotion and economic performance in Qidong Economic Development Zone. Zhang joined Qidong Economic Development Zone in 2017. From 2017 to 2021, he worked as the Director of Investment Promotion Bureau of Qidong Economic Development Zone.
Mr. Simon Lemin
Mr. Simon Lemin
Simon Lemin leads the Industry Segment (Industry Services Division and Real Estate & Infrastructure) for Greater China, prior to that he was focused on the strategic development for North Asia. Based in Shanghai, Simon is responsible for the overall P&L as well as for contributing to strategic options and development of the two Industrial Divisions in the region. A Key focus for Industry Segment in Greater China is Green Energy and Sustainability; this includes Renewable Energy, Climate Action Certification, and the Hydrogen sector.
Simon began his career in 2002 with Strachan & Henshaw as a mechanical design engineer where he gained experience in the UK nuclear industry, moving to British Nuclear Group where he led 3D CAD teams and was responsible for designing mechanical handling solutions for decommissioning of the UK’s nuclear power plants.
In 2008 he joined TÜV SÜD as a principal consultant for Nuclear Safety working within the Safety and Radiation Physics team, Simon carried out work across a wide range of Nuclear sites in the UK, including Dungeness, Sellafield, Dounreay, and AWE Aldermaston; his work included Design Reviews; HAZOPs and Safety Case production
In 2016 Simon relocated to Shanghai to join TÜV SÜD Greater China management team
Simon received his Bachelor’s degree in Mechanical Engineering from Aston University, England.

Dr. Ioana Kraft
Ioana has been based in Shanghai since 2003 where she worked for the European Union Chamber of Commerce in China (European Chamber) from 2004 to 2022. From 2009 to 2022 she served as General Manager of the Chamber’s Shanghai Chapter and was responsible for implementation and development of European Chamber objectives, visibility, and advocacy activities on a regional level in Shanghai and neighbouring regions.
Ioana is currently an Associate Director with X-PM Transition Partners, a leading European Executive Interim and Transition Management firm with teams in Shanghai, Beijing and Hong Kong. X-PM is part of the WIL group, a network of 13 firms operating in 35 countries that deliver interim and transition solutions to clients around the world and offers a unique international “multi-sourcing” model that leverages the assets of each member firm and ensures the best assignments globally.
A German-qualified lawyer, Ioana practiced with a German law firm in Shanghai from 2003 and 2004. She also holds a PhD degree in law from Heinrich Heine University, Düsseldorf, where she worked from 1999 to 2003 as a Senior Research Assistant focussing on the areas of Civil Law, Insurance Law, Comparative Law, International Private Law and Labour Law.

Guangjun Gao presides the overall work of Qidong Economic Development Zone. He is the member of of CPC Qidong Municipal Committee. Gao joined Qidong Economic Development Zone in 2020. From 2017 to 2020, he worked as the vice mayor of Qidong city.
