We are pleased to invite you to this Energy, Environment and Petrochemical. Chemicals and Refining Working Group Insights event taking place Tuesday 30th November 2021, 3pm at our Shanghai Office. In this event, the Energy, Environment and PCR Working Groups will introduce who we are and what we are planning for the remainder of the year for advocacy and events.
The Energy Working Group is composed of approximately 100 of the largest European energy and equipment manufacturing companies that have more than 150,000 employees in China collectively. The working group seeks to establish an effective and constructive dialogue on energy policies with relevant Chinese regulators, to provide input on China’s energy policy work and to share best practices from European energy industries operating in China. The overall aim is to create fair and transparent conditions for competition between international businesses and local companies and to promote the development and integration of clean and renewable energies, while supporting China in its present and forthcoming energy transition.
The Environment Working Group serves as a platform for companies to discuss and exchange best practices, experiences, solutions and recommendations on environmental protection, and also serves as a channel to engage with Chinese government at local and national level to provide support and feedback on environmental regulations, standards and technologies in China.
The Petrochemicals, Chemicals and Refining (PCR) Working Group represents the leading European companies in the petroleum and chemical industry in China, many of which are global Fortune 500 companies. The aim of the working group is to facilitate PCR companies’ operations in China by facilitating communication between member companies, the government and Chinese industrial associations. The working group provides up-to-date information on pressing issues related to the petrochemical industry and the effects from various locally-enacted regulations.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Mr. Peter Corne
Peter Corne is head of law firm Dorsey & Whitney’s Shanghai office and co-head of Dorsey’s Cleantech Business Group. He is a panelist in several Chinese arbitration and commercial mediation commissions. He conducted as presiding arbitrator the first arbitration between foreign companies in the Shanghai FTZ under SHIAC’s then revolutionary new rules and similarly as mediator conducted the first mediation in the FTZ between foreign companies in the FTZ Court. He is also Adjunct Professor at NYU Shanghai teaching International Mediation and Arbitration.
Mr. Johnny Browaeys
Mr. Johnny Browaeys
Mr Browaeys is a Belgian citizen who lives in China since 2003. He has 26 years of experience helping companies understand and mitigate environmental risks in China and beyond. He works at GREENMENT, the largest private-owned, Chinese EHS consulting firm in China. Prior to GREENMENT, he worked for ERM, setting up the first environmental consultancy business in western China, for CH2M Hill setting up the Soil & Groundwater Remediation business, and for DuPont coaching Chinese business leaders in building an EHS performance culture.
Mr. Browaeys is former Board Member of the European Chamber where he co-authored the Western China Investment Guide and contributed to several Environmental Position Papers.
Mr. Juan Ignacio Garcia de Motiloa
Mr. Juan Ignacio Garcia de Motiloa
Juan Ignacio first came to China in 2003 to open a government commercial office in Shanghai to support Spanish companies doing business in China. He entered the private sector in 2007 to set up the first greenfield manufacturing plant in China for the Spanish multi-national automotive engineering company, Gestamp. In 2009, Juan Ignacio relocated to Beijing to become Managing Director for the Spanish wind engineering company, Gamesa (now Siemens-Gamesa). During his time in Beijing, Juan Ignacio became involved with the European Union Chamber of Commerce and led the sub-working group for Renewable Energy companies. He was later elected vice-president of the Executive Committee of the European Chamber (in Beijing). In 2013, Juan Ignacio was asked to return to Spain to take the appointment of Vice-minister of Industry and Energy for his native Basque region. There, he was responsible for the formation and execution of the industrial, energy and international policy of the government.
Juan Ignacio is now back in Shanghai where he is currently vice president and member of the board of Iraeta Energy Equipment company, a Spanish-multinational with a China JV manufacturing energy equipment mainly servicing the wind power sector.

Mickael Naouri is the Corporate Affairs Director & H2E Senior Business Developer for Air Liquide China, a leading French industrial gases company. Michael is responsible for developing the hydrogen strategy and marketing for Air Liquide in Asia Pacific, having previously worked for Air Liquide on refinery, chemical and energy topics for the large industry business line. Mickael is the former National Vice Chair of the Energy Working Group (2020-23) and is currently based in Shanghai.
Mr. Brooks Yu
Mr. Brooks Yu
Brooks has studied in East China University of Science and Technology from 1988 to 1992. And graduated from Zhejiang University, he has got master’s degree of Chemical Engineering in 1995. Brooks started his career in 1995. He is registered safety engineer and certified senior chemical engineer.
Having worked for two multinational companies, Brooks is now working in Nouryon as Senior PSRA Advocacy manager. Brooks has 20 more years’ experience in regulatory affairs and product stewardship. Over the last 15 years, he has been active in AICM, EUCCC, CPCIF for China, now as Vice chair in PCR working group of European chamber.
