While China’s national carbon market started trading this month, there are major developments in carbon pricing happening internationally as well. We are very glad to invite our members to join this workshop and hear from European and Chinese experts on carbon pricing globally, as well as the latest on emissions trading in China, the EU, the UK, Germany and Ukraine.

After working 10 years in the private sector in several posts related to marketing and innovation Sébastien Paquot joined the European Commission in 2015 as Policy Officer in the unit in charge of Circular Economy. In 2017 he was appointed adviser to the Director General of DG Environment before becoming Member of the Private Office of Commissioner Vella in 2018. He joined the EU Delegation in China in September 2019 as Head of Section in charge of Environment and Climate files.
帅俊伟曾在私营部门不同职位工作了10年,主要从事市场营销和创新。他于2015年加入了欧洲委员会, 在环境总司负责循环经济的部门担任项目官员。他于2017年被任命为环境总司总司长(副部级)顾问,并于2018年成为欧盟环境、海事事务与渔业委员维拉(部级)内阁成员。他于2019年9月加入欧盟驻华代表团,担任处长,主要负责环境和气候政策。

Marissa is a climate change specialist at the World Bank where she works alongside developing countries to help them design carbon pricing policies that lower their emissions and also allow them to develop, achieving health, education and infrastructure goals for their citizens. Previously, she worked on carbon pricing issues in Germany and Thailand, as well as environmental law and nature conservation work in both Thailand and Australia. She holds a Master’s degree in Public Policy from the Hertie School of Governance, as well as a BA/LLB from the University of Melbourne.

ICF China Managing Director and Vice President – Green Transition China and East Asia and Deputy-Director of ICF Climate Centre. Renato is a climate, energy, and environment expert with nearly 20 years of experience in international climate policy, carbon markets, clean Energy, environmental issues, and sustainability. He has been working and living in Asia for over 15 years. He draws from extensive experience, including leading a delegation of observers to the United Nations Framework Convention on Climate Change (UNFCCC) for the Conference of Parties (COP) COP21 and COP22 conferences, as well as coordinating delegations of observers to the COP23 through COP28 conferences. Additionally, Renato has experience in supporting Emissions Trading System (ETS) policy design and implementation for the European Union, China, Korea, and Ukraine.
Renato is the project team leader of EU-China ETS Platform and the Support to EU Arctic Policy project. He is also a member of the supervisory board of the European Chamber of Commerce in China (EUCCC) and in that capacity he was elected to serve in the Executive Committee of EU Chamber for 1 year term (May 2023 – May 2024).
Renato earned a master’s degree in Chinese studies from University of Aveiro with a thesis on the use of renewable energies in northwest China. He also completed courses of the Master’s degree program in “Economics, energy, and environmental policy” before transitioning to a doctorate degree on “Sustainable energy systems” from the Massachusetts Institute of Technology (MIT) Portugal program.
Renato is an enthusiastic about digitalization and decarbonization and is shareholder of several startups in Portugal in the area of digitalization and decarbonization.

Xiaolu ZHAO is Climate Director at Beijing Representative Office of Environmental Defense Fund, an international non-profit environmental advocacy group. She manages projects to support regional and national carbon markets development in China, including carbon pricing policy research and advocacy, stakeholder engagement and capacity building. Xiaolu not only has deeply participated in the building of National Carbon Market in China, actively promote regional collaboration of carbon pricing mechanism, but also a frequent speaker and co-authored research reports, including The Progress of China’s Carbon Market, Status Report on China GHG Voluntary Emission Reduction Program.

Jessica leads a team responsible for building strong government-to-government collaboration between the UK and China on climate change and environmental policy, at the British Embassy Beijing. She previously worked in the Prime Minister’s European and Global Issues Secretariat and the UK’s Department for Energy and Climate Change. Before joining the Civil Service, Jessica worked for a Member of Parliament and in the political statistics company YouGov.
韩杰在英国驻华大使馆带领气候变化和环境政策团队,负责为中英两国搭建强有力的政府间低碳和环境政策关系。在此之前,她曾就职于英国首相府欧洲和全球问题秘书处,也曾就职于英国能源和气候变化部。加入英国公务员体系之前,韩杰曾为一名议会成员和一家政治统计公司YouGov工作。

Kristian Wilkening is the GIZ project director of the project “Sino-German Cooperation on Emissions Trading Systems, Carbon Market Mechanisms, and Industry-related N2O Mitigation”. The project supports the introduction and refinement of emissions trading in China and strengthens capacities for effective implementation, taking into account experience with existing carbon markets such as the EU ETS. The project also supports the planning and implementation of measures for a sustainable reduction of industrial N2O emissions. Before joining GIZ, Kristian worked for the secretariat of the International Carbon Action Partnership (ICAP) and adelphi, a Berlin based consultancy in the field of climate and energy.

Mr. Huw Slater
Based in China since 2011, Huw is an Energy and Climate Specialist at ClientEarth. He currently works on the EU-China Environment Project, which fosters policy integration and collaboration between China and the EU through a series of exchange activities on environmental protection and the green economy, bringing together policymakers and researchers from both sides. He previously worked on the EU-China Emissions Trading Cooperation Platform, the UK Prosperity Fund China Energy and Low Carbon Economy Programme, and with the Chinese NGO Institute for Environment and Development. Huw is the lead author of the annual China Carbon Pricing Survey reports, the most in-depth and extensive summaries of stakeholder views on China's carbon market development.
