Former top U.S. diplomat and investment banker William "Bill" Klein joined FGS Global's Government Affairs, Policy & Advocacy practice as Consulting Partner in February 2022. Klein was a member of the United States Senior Foreign Service until 2021 and most recently served as the Acting Deputy Chief of Mission of the U.S. Embassy in Beijing. In this role, he represented the diplomatic, economic and security interests of the United States in China and advocated for the continuation of constructive dialogue with government officials, think tanks, academia and the private sector against the backdrop of dramatic changes in US-China relations. At FGS Global, Klein helps international corporates and investors assess geopolitical uncertainties and complexities and advises them on how to navigate political and regulatory environments at the national and global level. He is leading our geopolitical advisory on Ukraine and Russia matters.

Prior to joining the firm, he spent a total of over 20 years in the diplomatic service of the United States, representing its diplomatic, economic and security interests in China, Taiwan, Ukraine, Israel, India, Qatar and Washington, DC. Earlier, he built and led profitable capital markets teams for German banks in Frankfurt am Main and Leipzig.

Bill studied Economics at the Freie Universität Berlin and History and Mass Communication at the University of Utah. He is also a non-resident senior associate at the Freeman Chair in China Studies at the Center for Strategic and International Studies in Washington, DC.

Alan Beebe is President at the American Chamber of Commerce in China (AmCham China), where he oversees the general administration of the chamber and serves as the link between the Board of Governors and the staff.
Beebe joined AmCham China from EY China, where he was Executive Director leading the company’s Cleantech and Supply Chain Management practices. His clients included major global corporations, primarily diversified industrials and high-technology companies operating in China. Prior to joining EY, Beebe held executive positions with the China Greentech Initiative, IBM, and management consulting firms AT Kearney and PRTM. He has 20 years of management consulting experience in the US, China and other Asian countries helping clients develop and implement sound business, operations and technology strategies.

Tim Harrington has been Deputy Head of the EU Delegation to the People’s Republic of China since August 2019. He previously served in the Headquarters of the European External Actions Service and in the General Secretariat of the Council of the EU.

In the Irish Foreign Service, he served as Ambassador of Ireland to the Republic of Croatia, Chargé of the Embassy of Ireland to Japan, Deputy Head of the Embassy of the Ireland to the PRC, and at the Permanent Representation of Ireland to the EU in Brussels.

Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.

Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.

From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China

From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.

From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.

Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.

In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.
