The Investment and multiple Working Groups are pleased to invite you to the meeting on “Updates of Foreign Direct Investment in China”, which will take place on Tuesday, 10th January 2023, 16:00-17:30 (Beijing Time) online via Zoom.
At this meeting, Mr. Jens Ewert, National Chair of Investment Working Group, will present China's Foreign Direct Investment: Facts & Myths; Mr. Xue Feng, President of Shanghai Foreign Investment Development Board (Invest Shanghai) will present Foreign Direct Investment Trend and Outlook in Shanghai; Mr. Shane Farrelly, Vice Chair of Investment Working Group (Southwest) will share Look back & Updates of the Foreign Investment Law; and Mr. Miguel Montoya, Vice Chair of Investment Working Group will share Facts on Trends for Chinese asset valuation in current times.

Mr. Jens Ewert
Mr. Jens Ewert
Jens Ewert, a Senior Partner with Deloitte China, has over 30 years of working experience in the professional services, based in Shanghai since end 2002 – he has been a member of Deloitte China Eastern Region Management team since then. Jens is the national leader for Deloitte China Life Science & Health Care Industry, leading a dedicated industry team comprising over 1000+ partners and professionals. He also covers our full range of multidisciplinary services, from consulting, risk & financial & tax advisory and audit & assurance, offering to Multinational Clients in China.
Jens has received the ‘Magnolia Silver Award’ from the Shanghai Government in September 2021, recognizing foreign business leaders for their special and outstanding contribution to the City’s development. He is also a Board member at the EUCCC Shanghai and the National Vice-Chair of the Investment Working group at the EU Chamber in China.
Prior to moving to China, he has been working in numerous countries always in professional services, such as France, Hungary, Vietnam and Indonesia. He hold a Master degree from University Paris X Dauphine in Business & Finance and a Diploma of Political Science from Institut d'Etudes Politiques de Paris. He also attended numerous executive programs at IMD and Insead. He is married to Christine and calls France his home.
Mr. Feng Xue
Mr. Feng Xue
Xue Feng, President of Shanghai Foreign Investment Development Board (Shanghai Overseas Investment Development Board) , known as ‘Invest Shanghai’.
He has served in the World Trade Organization Department of the Ministry of Commerce, P.R.C., Deputy Director of Department of Trade in Services of Shanghai Municipal Commission of Commerce (during which he also served as Assistant General Manager of National Base for International Cultural Trade (Shanghai)).
He has participated in the negotiations on China's non-agricultural market access, non-tariff trade measures, trade facilitation and government procurement in the World Trade Organization. He participated in the negotiations on the China-Australia Free Trade Agreement. In SCOFCOM, he participated in the formulation and implementation of policies related to service trade in China and Shanghai, especially is responsible for international cultural trade and service trade statistics. Now, He’s leading a team of Invest Shanghai specialized in promoting both inward and outbound investment projects, promoting business enviroment of Shanghai as a whole, and formulating an investment promotion partnership both within Shanghai and around the world through his local team and its overseas representative offics in Los Angeles, London, Frankfurt, Osaka and Gothenburg.
Mr. Miguel Montoya
Mr. Miguel Montoya
Mr. Montoya has been working with KPMG since 2000, when he joined from another first tier consulting firm. Before coming to China in 2005, he developed an specialization supporting cross-border M&A transactions between Europe, US and LatAm.
In 2005 Mr. Montoya joined KPMG’s Deal Advisory practice in China, and has since provided advisory services to a range of western multi-national firms investing in China and Hong Kong.
Mr. Montoya has been involved in some notorious transactions by Chinese multinationals, such as the acquisitions of Pirelli and Kraus Maffei by ChemChina, the acquisition of a 50% interest in Argentina’s largest gold mine by Shandong Gold, Spanish global leader in sport rights management and broadcasting, Imagina or recent acquisitions by Chinese firms of energy transmission and distribution assets in Peru and Chile, he is regarded as a reference in outbound M&A in industry in Northern China.
Mr. Montoya is the partner tasked with upholding KPMG’s support to the European and US multinational community in Northern China. In this role, he represents KPMG as a member of the Advisory Committee of the European Chamber in China.
Mr. Shane Farrelly
Mr. Shane Farrelly
Shane Farrelly, Legal Advisor of D’ Andrea & Partners, Chongqing Branch, a company of DP Group. In this role he is responsible for the development of foreign invested businesses in the Chongqing/Chengdu area in collaboration with D’Andrea & Partners’ offices globally, ranging from China, Italy, India and Vietnam.
A diverse educational background which ranges from Corporate Law to International Marketing Principles, from Universities such as National University of Ireland, Galway and Yonsei University, Korea. Mr. Farrelly has also obtained experience in the Criminal Defence arena in his native Ireland and has also been a regular contributor to well established international legal journals in relation to legal issues affecting both the Chinese and European markets.
Mr. Farrelly speaks English, Mandarin Chinese and Gaelic.
