The negotiations at the COP26 climate summit in Glasgow resulted in the completion of the Paris Agreement rulebook and kept the Paris targets alive, along with "accelerated action in this critical decade". What are the key takeaways? What message does it send to global companies and executives?
The EU SME Centre and the European Chamber are pleased to invite you to join our next Policy Meeting, where Mr Dimitri de Boer, Expert in EU–China Environmental Governance; Ms. Holly Lei, President at Covestro China; Mr. William Zhao, China Country Chair at TotalEnergies; Mr. Matteo Tanteri, Chairman/CEO at Snam China and Mr. Jet Chang, VP of Circular Economy at Tomra Asia, will provide their perspectives on the outcomes of the COP26. The meeting will take place on Tuesday, 7th December 2021 from 15:00 to 17:00 at Four Seasons Hotel, Tang 1.

Mr. Dimitri de Boer
Dimitri de Boer was previously Team Leader for the EU – China Environmental Governance Programme, a 15 million euro EU-funded cooperation programme embedded in MEE. Prior to that, he was Senior Advisor on Environment and Climate with the United Nations Industrial Development Organization in China from 2003 to 2013.
With outstanding spoken and written Chinese skills, Dimitri has closely cooperated with Chinese central and local-level government counterparts. He is widely recognized in China’s environmental policy circles, following many successful and innovative new projects centered around environmental protection, energy and climate change; for contributing to a series of World Bank lending projects and policy recommendations; and for his voluntary position as vice chairman of the board of China Carbon Forum. Dimitri is the founding co-author of the annual China Carbon Pricing Survey.
Ms. Holly Lei
Ms. Holly Lei
Holly Lei has taken over as President of Covestro China based in Shanghai, effective July 1, 2019. With more than 20 years of experience in cross-cultural management around the world, Lei is the first local female leader for this position.
With a strong technical background in chemical engineering and material science, Lei started her career at Bayer Material Science (the predecessor company of Covestro) in 1999 as a technical representative and has since held various management positions of increasing responsibilities focusing on sales, technical service and R&D in Greater China and the APAC region. As a seasoned leader strong at managing dispersed teams, she devoted her cross-industry insights and customer centric mindset to develop focus industries for Covestro’s Business Unit Polycarbonates in Greater China and the APAC region.
In her role as Global Head of Electrical, Electronics & Appliances (EE&A), BU Polycarbonates, Lei helped Covestro strengthen its industrial leadership by enhancing the global CMF (color, materials, finish) capabilities, transforming Covestro from a material supplier to an innovation partner.
Apart from her business success, Lei is also an affectionate people leader and excels at fostering an environment that allows people to flourish and develop to their fullest potential. As an avid ambassador of diversity and inclusion (D&I) at Covestro, she is actively involved in promoting D&I and equality in the workplace.
Lei holds a bachelor’s degree in chemical engineering from Dalian University of Technology in China and a master’s degree in material science from Université de Sherbrooke in Canada. She has also received executive training at INSEAD Business School in France.
Lei is also a supervisory board member of GEA Group AG, Vice Chair of the Shanghai Chapter of the European Union Chamber of Commerce in China, and Vice Chairman of the Shanghai Chemical Industry Park International Experts’ Consultancy Forum.
Mr. William Zhao
Mr. William Zhao
A graduate of Columbia University, William Zhao joined Total as its China Country Chair. Before joining Total, he has held various positions with both multinational companies and start-ups in Germany, Saudi Arabia, Dubai, Africa and United States.
Between 1996 and 2000, William Zhao served as Planning Manager for Hewlett-Packard. Between 2000 and 2002, he served as Product Managers for two successful technology start-ups in United States. Between 2003 and 2004, he served as advisor to United Nations in Africa. Between 2005 and 2008, he served as Commercial Manager for Dubai Energy. Between 2008 and 2009, he served as Managing Director of an energy investment company based out of London and Dubai. He subsequently joined SABIC as its Global Strategy Director with both strategy and business development responsibilities in 2010. Between 2017 and 2018, he served as Managing Director of ZvK Prospero GmbH in Germany.
Mr. Matteo Tanteri
Mr. Matteo Tanteri
Mr. Matteo Tanteri is Chairman and CEO of Snam China since 2019. He is also Vice President of the Italian Chamber of Commerce in China and Vice Chair of the Energy working group of the European Chamber of Commerce.
After a long career in consulting, he joined Snam Business Development team in 2014 supporting the start up of many initiatives that are currently shaping the strategic development of Snam (Acquisition of TAP, Launch of sustainable mobility, Biomethane, …). In 2016 he has been selected as the first Head of the Office of the CEO of Snam for the newly appointed CEO of Snam, Marco Alverà. In 2017 he has been named Senior Vice President, in charge of international assets (managing stakes Snam has in Terega -France, TAG and GCA -Austria, Desfa- Greece and Interconnector UK) contributing to almost 15% of Snam net income. He has been Chairman of Terega and Snam International and Board Member of TAG and Interconnector UK.
Mr. Jet Chang
Mr. Jet Chang
Jet joined TOMRA on Oct 2017 and has been mostly working on policy advocacy and business development for circular economy transition. Before that, he worked for several international and domestic companies in the environment industry such as Haldor Topsoe China, Poten Environment and Derun Environment (a joint venture by Suez and Chongqing Water Assets Management Co.). From 2004-2011, he also served as senior commercial officer at the Embassy of Denmark in China for 7 years. Jet holds two master’s degrees from the Northwestern Polytechnic University and Nanyang Technological University, respectively.
Mr. Renzo Isler
Mr. Renzo Isler
Since October 2020, Mr. Isler is the Director of the EU SME Centre in Beijing. For eleven years CEO of Generali China Life (中意人寿), one of the top foreign insurers in China, he has worked for the Generali Group for 44 years with long-term assignments in three continents, gaining wide knowledge and understanding of the world of insurance and finance. With economics background developed in Italy and USA, he held different management positions and has been sitting on numerous Boards of Insurance and Financial Companies in USA and Europe. In 2012 he received the award for Best Italian Manager in China. He retired in 2016 but remained with the Generali Group as Senior Consultant for China till July 2020. Part-time trainer and motivator at international development programs, he has been invited for lectures on Life Insurance and leadership in and outside of China. He contributes occasionally with articles on Italian media about China.
