Recycling of scraped vehicles plays an important role in environmental protection, circular economy promotion and low-carbon development. Since New Measures of Recycling Scraped Vehicles Management and Solid Waste Law were enacted in 2019, the recycling of scraped vehicles has increasingly gotten more attention in China.
On 26th May 2021, four ministries (MIIT, MOF, MOST and MOFCOM) of the Chinese government released the Notice On The Issuance of The Pilot Implementation Program For The Extended Producer Responsibility For Automotive Products in order to set up the matching standard system for vehicle recycling, and build a recycling mode in which automotive enterprises act as main responsible bodies in two years till 2023. The notice will further help enterprises in concern to construct a corresponding recycling system, to enhance the comprehensive use of resources, to offer green supply chains and to disclose relevant information to public.
Following the first session of our seminar series on circular economy - Session I Circular Economy Development and Cooperation in China and EU in May, we are going to co-organizethe second session - Session II Circular Economy of Automotive Industry with China Association of Circular Economy (CACE). Experts and practitioners from both the government agencies and enterprises are expected to share their insights and experience on recycling and remanufacturing of automotive components and batteries.

Mr. Sébastien Paquot
After working 10 years in the private sector in several posts related to marketing and innovation Sébastien Paquot joined the European Commission in 2015 as Policy Officer in the unit in charge of Circular Economy. In 2017 he was appointed adviser to the Director General of DG Environment before becoming Member of the Private Office of Commissioner Vella in 2018. He joined the EU Delegation in China in September 2019 as Head of Section in charge of Environment and Climate files.
帅俊伟曾在私营部门不同职位工作了10年,主要从事市场营销和创新。他于2015年加入了欧洲委员会, 在环境总司负责循环经济的部门担任项目官员。他于2017年被任命为环境总司总司长(副部级)顾问,并于2018年成为欧盟环境、海事事务与渔业委员维拉(部级)内阁成员。他于2019年9月加入欧盟驻华代表团,担任处长,主要负责环境和气候政策。

Mr. Peijing Shi, Deputy Dean Remanufacturing Industry Technology Research Institute of Jing-Jin-Ji and Vice Secretary General of Green Manufacturing and Remanufacturing Professional Committee of China Association of Circular Economy (CACE), is mainly engaged in the research and industrialization of equipment remanufacturing engineering key technologies and standards. Mr. Shi has successively presided over 20 national CE-related projects, including the National Natural Science Foundation, the National Science and Technology Support Plan, and the National Development and Reform Commission Demonstration Project.
史佩京先生任京津冀再制造产业技术研究院副院长,中国循环经济协会绿色制造与再制造专业委员会副秘书长等。主要从事装备再制造工程关键技术和标准等方面研究与产业化工作,先后主持国家自然科学基金、国家科技支撑计划、国家发展和改革委员会论证项目等20余项。

Mr. Huawei Song, Vice President of Green Industry Innovation Research Institute (Wuhan) of GEM, has led four construction projects of smart manufacturing digital factory, participated in four research projects of national defence science and engineering, and engaged in two national natural science fund projects. Mr. Song has published 14 academic papers on international journals.

Ms. HOU Jingyue boasts over 7 years of extensive experience in international cooperation, with a specific emphasis on environmental issues and the circular economy, gained through her tenure at Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Within GIZ, Ms. HOU serves as the project manager for the Sino-German Project for Upgrading Plastics Management in Agriculture and the Sino-German Strategic Alliance for Advanced Biomethane Technology Project. Additionally, she contributed as a technical expert to the EU-funded Marine Litter project. In her role, Ms. HOU is responsible for facilitating seamless communication channels between German and Chinese ministries and private partners from both nations. She actively engages in the conceptualization and implementation of diverse project activities, with a particular focus on fostering circularity.
