2021 has show us that benefits to foreigners have been slowly eroding from the cancellation of IIT privileges to greater difficulty entering China. However, these difficulties can be overcome with the proper guidance. Join us as we explore the Green Card application process, how to receive GBA subsidies in lieu of IIT privileges, and employment rights.
The webinar will be focusing on three distinct aspects of Chinese green cards. First, Stella Lin Tan from Deloitte will present give an overview on China's Green Card policy, available application types, and the benefits of possessing a green card. Following, Emily Liu from Deloitte will discuss the cancellation of IIT preferential policies and how foreigners are eligible for GBA subsidies. Finally, the legality surrounding green cards will be discussed in detail by Vivian Desmonts covering shared legal obligations of companies and foreign employees in regards to work permits, rights and obligations of foreigners when holding a Permanent Residency card / "green card", and new draft regulation to facilitate the application for a green card.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars and conferences for up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Ms. Stella Tan
Stella is the Immigration Manager located in Shenzhen, China. Her primary professional experience includes advisory services, international mobility management for inbound and outbound assignees of multinational companies, visa and immigration.
Stella joined Deloitte since October 2010 and was engaging in Hong Kong immigration in the first 2 years. After that, Stella has been focusing on Global Employer Services practice and has over 5 years of experience in China individual income tax and 5 years of experience in China immigration. She is now the main support of China immigration in South China.

Ms. Emily Liu
Ms. Emily Liu is an Assistant Manager of Deloitte Global Employer Services team and has specialized in China Individual Income Tax (“IIT”) and Hong Kong Salaries Tax for 10 years.
Emily serves lots of multinational clients in manufacturing, electronics, banking and etc.. Her professional experience includes:
Providing tax compliance and consulting services for inbound and outbound employees;
Tax optimization advices for senior managements;
Advisory services on equity incentive arrangement from China tax perspective and foreign exchange control registration related matters;
Advisory services on international assignment policy design, cost projection under difference employment model for Chinese outbound enterprises;
Hong Kong Salaries Tax compliance and advisory services.
Mr. Vivian Desmonts
Mr. Vivian Desmonts
With 20 years of experience in Chinese law and practice, Vivian Desmonts advises European groups and SMEs on their new projects and daily operations in mainland China.
He has broad expertise in M&A and development of Foreign Direct Investments in China, including corporate governance (WFOE and JV), international trade, manufacturing and distribution, employment law and immigration, as well as in international taxation and customs law.
His mixed French and Chinese origins help to bridge the cultural and legal differences in cross-border transactions. He is fluent in English, French, Mandarin and Cantonese and has worked with international clients from all sectors.
Vivian is a French attorney at law admitted to the Paris bar, registered foreign lawyer with the Guangdong Bureau of Justice, appointed legal counsel by the French Consulate in Guangzhou and arbitrator at the Shenzhen Court of International Arbitration. He is also an active member of the European Chamber and has served as Board member in South China for several years.
