Against the backdrop of COVID-19 and its economic impact, foreign investment in China faces a tough challenge. On one hand, the implementation of China’s new Foreign Investment Law at the beginning of 2020 enables foreign investors to have better market access; on the other, uncertainty and instability still remains.
China recently became the first major economy to see growth since the start of the pandemic, recording a strong 3.2% expansion in GDP for last quarter, indicating its resilience and opportunity. As economic development continues and the global market evolves, investment opportunities arise. Specially so in manufacturing and supply-chains across all sectors, as this crisis no doubt has highlighted the need for innovation, automation, transformation and endurance. Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.

Mr. Carlo Diego D’Andrea
Mr. Carlo Diego D’Andrea
Founder and Managing Partner of D’Andrea & Partners Legal Counsel, and Founder of DP Group.
Graduated in Law at the University of Teramo (Italy), he then subsequently obtained a Masters’ degree in Corporate Advisor at LUISS University in Rome and a Diploma in Chinese Studies at Nanjing Normal University and is a member of the Italian Bar Association.
Mr. D’Andrea arrived in China in 2005 and is fluent in Italian (mother tongue), English, Mandarin Chinese and Spanish. He mainly deals with cross-border mergers and acquisitions, assistance in ODI/FDI and intellectual property rights.
He is also acting as National Vice President of the European Union Chamber of Commerce in China.
Mr. Willi Sun

Willi Sun has over 15 years of consulting experience with a focus in the consumer and retail sector in China and U.S. He specialises in strategy development and execution supporting growth, market entry, and transformation. Willi is also a member of the Institute of Internal Auditors - New York Chapter, and has gained the fundamentals of control risks and process implications.
Willi is also part of the Strategic Alliance task force between KPMG and Alibaba Group China where "new retail" innovative solutions are rolled-out to retail clients to capitalise on the market opportunities.

Jens Ewert, a Senior Partner with Deloitte China, has over 30 years of working experience in the professional services, based in Shanghai since end 2002 – he has been a member of Deloitte China Eastern Region Management team since then. Jens is the national leader for Deloitte China Life Science & Health Care Industry, leading a dedicated industry team comprising over 1000+ partners and professionals. He also covers our full range of multidisciplinary services, from consulting, risk & financial & tax advisory and audit & assurance, offering to Multinational Clients in China.
Jens has received the ‘Magnolia Silver Award’ from the Shanghai Government in September 2021, recognizing foreign business leaders for their special and outstanding contribution to the City’s development. He is also a Board member at the EUCCC Shanghai and the National Vice-Chair of the Investment Working group at the EU Chamber in China.
Prior to moving to China, he has been working in numerous countries always in professional services, such as France, Hungary, Vietnam and Indonesia. He hold a Master degree from University Paris X Dauphine in Business & Finance and a Diploma of Political Science from Institut d'Etudes Politiques de Paris. He also attended numerous executive programs at IMD and Insead. He is married to Christine and calls France his home.

Ms. Bettina Schoen-Behanzin

Bettina Schoen-Behanzin entered Freudenberg Group in October 2012. As Regional Representative Asia she has been leading the Regional Corporate Center, based in Shanghai, China and is providing guidance and support for strategic planning and business development for the Freudenberg Business Groups in the region. From March 2008 to September 2012 she served as Managing Director of Wittur Elevator Components, China. She assumed the role of Managing Director of Rittal Electro-Mechanical Technology, China from 2000 to 2008, after having been the General Manager of Rittal in China as well as Sales and Marketing Manager of Rittal in Singapore. She had joined the Rittal Headquarters in Germany in 1992.
Bettina Schoen-Behanzin has acquired a Master degree in Sinology, Business Economics and Political Science at the Ruhr-University in Bochum, Germany. Furthermore, she did Post-Graduate Studies of Chinese and Economics at Fudan University, Shanghai, China.
Speaking Chinese fluently, Bettina Schoen-Behanzin has around 25 years of working experience in Asia, mostly in China, leading operational business as well acting in corporate functions. From April 2014 to April 2016 she served as Director of the Board of the German Chamber Shanghai, being reelected in April 2016 and April 2018 as President of the Board of the German Chamber Shanghai. In 2019, she was the first German woman to receive Shanghai Municipal Government’s Magnolia Gold Award.
Ms. Charlotte Roule

Charlotte ROULE is Overseas Representative in Paris of the European Union Chamber of Commerce in China and Chief Strategy Officer of ENGIE.
She worked in China from 2016 until this Summer, initially as COO, Head of Business Development and Innovation, then as CEO, of ENGIE China. In line with ENGIE’s strategy and values, she promoted and developed there clean energy (mainly solar) and clean solutions for cities and industries, such as district cooling and electrical mobility, as well as energy efficiency. She also served as VP of the European Chamber of Commerce in China from 2018 to 2021.
Before working in China, Mrs. Roule was based in Cheshire, UK, where, jointly with her team, she’s been developing the largest onshore underground gas storage of the country. Prior to this, she served as VP, Audit and Risks and VP, HR in Storengy, ENGIE’s affiliate dedicated to underground gas storage, based near Paris.
She is external trade advisor to the French Government.

Mr. BIE has solid experience in strategic planning, business development, sales management, branding in multi-national companies. He has held senior position of sales & marketing in TIMKEN, GM, COMAU, etc. Mr. BIE is also responsible for government affairs in Comau China, He has solid knowledge on automotive, robotics, automation sectors. He has a master degree of economics and a bachelor degree of engineering.
He is also Songjiang people congress representative, Vice president of Songjiang smart manufacturing association, Expert member of Songjiang artificial intelligence industry park.
Dr. Rajat Agarwal
Dr. Rajat Agarwal
Dr. Rajat Agarwal is president of Henkel Greater China. He is also the global head of Lifestyle at Henkel Adhesive Technologies.
Dr. Rajat Agarwal started his career at Henkel in 1997 in the United States and relocated to Düsseldorf in 2009. In 2016, he moved to Henkel headquarters for Asia-Pacific and Greater China in Shanghai, headed the regional adhesives business in packaging and consumer goods. In 2019, he began leading Henkel’s global Lifestyle adhesive business. He assumed the role of president of Henkel Greater China in 2020.
Rajat Agarwal obtained his PhD from the University of Connecticut in Polymer Science.

Dr. Zhonghua Xu has 20+ year-experience on R&D and projects development in university and international energy giant. His expertise covers materials, energy, chemicals, environment, microelectronics, etc.
He has strong network with energy and chemical industry, international academic labs and public institutes, government. He understands well the challenge, opportunity and evolution of innovation for energy and chemical industry.
Mr. Xavier Durand-Delacre
Mr. Xavier Durand-Delacre
Xavier Durand-Delacre was appointed President of Arkema Greater China and Senior Vice-President of Arkema in Asia in September 2013.
He began his career in 1988 at the Ministry of Infrastructure in France, in charge of Large Infrastructure Projects in regional Directorates. In 1994, he became Director of Industrial and International Affairs at the Water Authority for the Seine-Normandy Region.
Xavier has worked in the chemical Industry since 1998.
In Elf Atochem – later Atofina – he was appointed Asia Vice President for the Fluorochemicals and Oxygenated Products in 2000. Since 2004, he served in Arkema in general management roles: Development Director and Global General Manager Mercaptans in the Thiochemicals Business Unit, Group President of the Hydrogen Peroxide Business Unit and VP Ambition – Corporate Supply Chain and Customer Relationship management Program.
He is a member of the Advisory Board of the Association of International Chemical Manufacturers in China (AICM).
A native of France, Xavier Durand-Delacre graduated from Ecole Polytechnique and Ecole Nationale des Ponts-et-Chaussées. He holds an MBA from the Collège des Ingénieurs (Paris, France).
