In the past few months, ‘New Infrastructure Construction’ has become a new buzz word, which was mentioned by China’s Politburo Standing Committee in a meeting in March and later detailed in the government work report released in the 13th People’s Congress, envisioning the path to economic recovery will be through accelerated investment in ‘New Infrastructure’ projects.
The concept of ‘new infrastructure’ is initially relevant for the information and communication technology sectors, but has been expanded to cover low-carbon transport and energy, including investment in seven fields: 5G networks, data centres, artificial intelligence, the industrial Internet of Things, ultra-high voltage (UHV) power transmission, high-speed rail and electric vehicle (EV) charging infrastructure, among which two critical energy sectors are added with high priority – the UHV and the EV charging facilities.
The construction of the UHV and the EV charging facilities will thus exert profound implications on the renewable energy market, particularly on the green energy sector and China’s ‘green mobility’ initiative, which calls for deeper Sino-European cooperation on synergizing the utilisation of green energy and eco-friendly vehicles. European companies have been engaging in researching and developing the comprehensive solution to combine green energy and green mobility, the European Commission’s green deal demonstrated on the strategy on integrating smart mobility with green energy, which is likely to accelerate the development of the green technology and innovation in the energy and transportation sectors.
The European Chamber is pleased to invite Mr. Eric-Mark Huitema, Director General of the European Automobile Manufacturers’ Association (ACEA), Mr. Anders HOVE, CFA, Project Director, German Energy Transition Expertise for China Project, Mr. Luke LU, Founder and CEO of Zbestpower Technology Co., Ltd. to share their insights and experience in the integration of green energy and mobility, as well as how the renewable energy and NEV market can seize the opportunities brought about by China’s New Infrastructure Plan.

Ms. Charlotte Roule
Ms. Charlotte Roule
Charlotte ROULE is Overseas Representative in Paris of the European Union Chamber of Commerce in China and Chief Strategy Officer of ENGIE.
She worked in China from 2016 until this Summer, initially as COO, Head of Business Development and Innovation, then as CEO, of ENGIE China. In line with ENGIE’s strategy and values, she promoted and developed there clean energy (mainly solar) and clean solutions for cities and industries, such as district cooling and electrical mobility, as well as energy efficiency. She also served as VP of the European Chamber of Commerce in China from 2018 to 2021.
Before working in China, Mrs. Roule was based in Cheshire, UK, where, jointly with her team, she’s been developing the largest onshore underground gas storage of the country. Prior to this, she served as VP, Audit and Risks and VP, HR in Storengy, ENGIE’s affiliate dedicated to underground gas storage, based near Paris.
She is external trade advisor to the French Government.
Mr. Eric-Mark Huitema
Mr. Eric-Mark Huitema
Eric-Mark Huitema is the Director General of the European Automobile Manufacturers’ Association (ACEA), a position he has held since October 2019.
Prior to his ACEA appointment, Mr Huitema acted as Global Smarter Transportation Leader at IBM, where he focussed on optimised transport solutions for governments and smart cities, as well as the private sector. In this capacity, he was member of the Corporate Partnership Board of the International Transport Forum (ITF), the board of the Intelligent Transportation Society of America (ITSA) and the supervisory board of ERTICO (ITS Europe).
Before joining IBM, Mr Huitema worked in the IT sector, including for Liberty Global’s broadband internet start-up Chello Benelux (which he co-founded and led as Global Vice President), EDS International and Philips Electronics.
A Dutch national, Eric-Mark Huitema studied technical chemistry at Delft University of Technology and business and sales administration at INSEAD.

Mr. Anders Hove
Anders Hove is Senior Research Fellow at the Oxford Institute for Energy Studies China Energy Programme. Previously, from 2018-2022, he served as project director at GIZ for the German Federal Ministry for Economic Affairs and Energy (BMWi)-funded Sino-German Energy Transition Project, while also serving as a non-resident fellow at Columbia University Center on Global Energy Policy (CGEP) and a fellow at the Oxford Institute for Energy Studies. He worked in Beijing from 2010-2022 and has more than 20 years of public and private sector experience related to energy policy and markets, including nine years on Wall Street and 12years in China. He began his career as an energy policy analyst with the Rand Corporation in Washington, DC, then performed equity research in the electric utilities and oil services sectors with Deutsche Bank AG and Jefferies and Co. In 2007-2009, Anders worked for the hedge fund Two Sigma Investments looking at private equity investments in clean energy technologies and projects, particularly solar. Hove has both a Master of Science and a Bachelor of Science in Political Science from MIT, and he is a Chartered Financial Analyst. He is the author of numerous reports and articles related to the energy sector in China.

Mr. Luke LU
Luke is founder and CEO of Zbestpower, China's leading company in flow battery technology and energy storage based solutions. As a veteran of clean energy, he has over 12 years industry experience with 20+ patents in the field.
Luke has rich experience in both public and private sectors. He served as a civil servant at China National Tourism Administration and a senior consultant at Department of Economic and Social Affairs of the United Nations Headquarter. He also worked as SVP at Intac International, a NASDAQ listed company and China International Travel Service Head Office, China’s largest SOE in travel industry. Prior to Zbestpower, he co‐founded a significant Chinese internet venture that was one of the largest players in its market.
Luke is WWF’s Climate Solver of 2014, Asia Development Bank’s New Energy Leader of 2017, Representative of Qinghai Provincial People's Congress, "Thousand People Plan" Expert and Top 10 Young Entrepreneurs of Qinghai.
Luke holds a MPP Degree from Harvard Kennedy School and a MS degree from New York University, awarded with high distinction.
