The outbreak of the novel coronavirus (COVID-19) was declared a Public Health Emergency of International Concern (PHEIC) by WHO since 30 January 2020. Through consistent containment and control efforts, the epidemic is gradually under control within China, whereas the number of reported cases is surging globally thus can be described as a pandemic, according to WHO.
While COVID-19 presents a global threat to public health, the economy and society, it is essential for the international community to collaborate and respond to upcoming challenges.
The European Chamber is delighted to invite Dr. Gauden Galea, the WHO Representative in China; Dr. Martin Raiser, World Bank’s Country Director for China, Mongolia and Korea; and Mr. Arno van der Merwe, President & CEO, Beijing Benz Automotive Co., Ltd. (BBAC), to address key challenges amid the pandemic outbreak and how governments and businesses should collaboratively respond to the global crisis.

Cancellation Policy
If you cannot attend the event for which you have registered, please cancel your registration no later than one business day prior to the event. If you fail to notify us of your cancellation in a timely fashion, you will be charged for event costs.

Advisory Council Policy
Members of the Advisory Council may receive complimentary admission to Chamber seminars, conferences and factory visits up to two attendees per event. Additional participants will be charged at the member rate.
Advisory Council members will still be charged the standard member rate for participation in training courses and special events, such as gala balls, government appreciation dinners, or admission to corporate social events/tournaments.

Mr. Jörg Wuttke
Mr. Jörg Wuttke
Jörg Wuttke is Vice President and Chief Representative of BASF China, based in Beijing. Since joining BASF in 1997, Mr. Wuttke has been responsible for helping guide the company’s investment strategies for China, negotiation of large projects and government relations.
Previous to joining BASF, Mr. Wuttke worked with ABB for 11 years; in fact his first professional encounter with China was in 1988 as the Finance and Administration Manager of ABB Beijing. In 1990, he returned to Germany as Sales Manager of ABB Power Plants Division, responsible for gas turbine sales to Africa and Russia. In 1993, he became Chief Representative ABB China in Shanghai and in 1994 moved to the President's Office of ABB China in Beijing, where he was responsible for the development and financing of large projects.
From 2001 to 2004 Mr. Wuttke was the Chairman of the German Chamber of Commerce in China. From 2007 to 2010, 2014 to 2017, and since May 2019 again he is the President of the European Union Chamber of Commerce in China
From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris based body of major business associations that lobbies the OECD.
From 2013 to 2016, and again since 2019 Mr. Wuttke is Vice Chairman of the CPCIF International Cooperation Committee, a group representing Multinational Companies in China’s Chemical Association.
Since its establishment in 2013, Mr. Wuttke is member of the Advisory Board of Germany’s foremost Think Tank on China, Mercator Institute for China Studies (MERICS), in Berlin.
In January 2019 Mr. Wuttke joined the International Board of the Stars Foundation, in Switzerland. stars - for Leaders of the Next Generation.
Dr. Gauden Galea
Dr. Gauden Galea
Dr Gauden Galea is WHO Representative in China. He was Director of the Division of Noncommunicable Diseases (NCDs) and Promoting Health through the Life-course of the European Regional Office of WHO.
Dr Galea is a public health physician and has worked for WHO since 1998. He previously held posts in Suva, the Western Pacific Regional Office in Manila, and at WHO headquarters in Geneva.
Dr Galea is a leading voice on NCDs, active at both national and global levels. He contributed to the development of a national stepwise approach to NCDs, first implemented in the Pacific Islands, and deployed evidenced-based advocacy to link NCDs to the global development agenda, including the 2011 UN High Level Meeting on NCDs. He has helped to generate a renewal of life-course approaches to health promotion and public health; in WHO Europe those efforts have resulted in action plans on child and adolescent health, child maltreatment, women’s health, and an action plan on men’s health in Europe.
Dr Galea is widely published and holds a deep personal interest in computer programming and the applications of data science to the practice of public health today.
Dr. Martin Raiser
Dr. Martin Raiser
Martin Raiser is the World Bank’s Country Director for China and Mongolia, and Director for Korea since March 1, 2019. Mr. Raiser is leading a team that is managing an evolving partnership with China, a growing program of support to Mongolia, and a deepening knowledge partnership with Korea focused on innovation and technology.
Mr. Raiser holds a doctorate degree in Economics (summa cum laude) from the University of Kiel, Germany, and degrees in Economics and Economic History from the London School of Economics and Political Sciences. Mr. Raiser worked for the Kiel Institute of World Economics and the European Bank for Reconstruction and Development, where he was Director of Country Strategy and Editor of the Transition Report. Since joining the World Bank in 2003, Mr. Raiser held positions as the Country Manager in Uzbekistan, Country Director for Ukraine, Belarus and Moldova, Country Director for Turkey, and most recently Country Director for Brazil.
Mr. Raiser, a German national, is married and has four children. He has published numerous articles in refereed economic journals and authored several books.

Mr. Arno van der Merwe was appointed as President & CEO, Beijing Benz Automotive Co., Ltd. (BBAC) since 2017. As an integral part of global Mercedes-Benz network, BBAC is now one of the most advanced production bases which incorporates both intelligent and green manufacturing up to Mercedes-Benz global standards, aiming to further strengthen our effort to contribute to the automotive industry transformation in China and the world.
Mr. Merwe in charge of the overall management of the company and execution of the approved policies including dealings with directors and shareholders incl. all fiduciary duties, Audit and Risk Management, Legal, Compliance etc.
