The opening-up of construction services industry has been put on the agenda of China’s new wave of opening-up as reflected in the Guofa Document No.5 published by the State Council in early 2017.  And Beijing is one of the Chinese regions that takes early action.  According to Beijing’s Comprehensive Pilot Plan on Further Opening-up in Service Sectors, qualification requirements for foreign-invested construction and engineering design enterprises are to be relaxed. The Notice on Simplifying Certain Criteria of Qualification Standards for Construction Enterprises issued by the Ministry of Housing and Urban-Rural Development (MOHURD) has provided further improved market access conditions for foreign construction services enterprises.

The Construction Working Group of the European Chamber has been closely tracking new opening-up polices and their implementation related to construction services industry. In November 2017, the European Chamber submitted comments and suggestions regarding the opening-up of construction services industry in Beijing to the Beijing Municipal Commission of Housing and Urban-Rural Development and has received active reply.  

To help member companies capture new opportunities emerging from the new opening-up policies, the Chamber will invite officials from the Beijing Municipal Commission of Housing and Urban-Rural Development to provide a review of Beijing’s construction sector in 2017 and an outlook for the new year, followed by insights on the implementation of the pilot plan in Beijing as well as roundtable discussion with the members.
