Bruce Fu is a senior director and the co-lead of the global tech practice in APCO Worldwide's offices based in Beijing. He has a deep knowledge of China’s policy, technical standards, IPR, and competition-related issues in the ICT sector. At APCO, Mr. Fu provides clients with counsel on government relations building, operations management, stakeholder engagement and market entry strategy.

Prior to joining APCO, Mr. Fu was a business manager at the European Chamber, where he worked closely with the European telecommunications industry by lobbying China’s telecommunications policies and regulations. He worked closely with ICT Working Group members on telecommunications regulatory policies and TBT/Standards. He also directly engaged with Chinese authorities on antitrust issues related to implementing rules of Chinese anti-monopoly law.

Mr. Fu currently serves as the Vice Chair of the ICT Working Group of the EU Chamber of Commerce in China. He obtained master's degrees in European studies and European modern history from the Catholic University of Leuven. He is fluent in English and Chinese and speaks intermediate French.

Ben Wootliff is head of Control Risks Cyber Security practice in Asia. In addition to managing cyber security projects for clients, and developing methodologies and product offerings, Ben leads the cyber security strategy for Control Risks in Asia. Ben also is the general manager of Control Risks Hong Kong where he has oversight of a range of investigative, crisis and security management and political risk projects.

Prior to this Ben managed corporate investigations teams in Europe and Asia, including managing the corporate investigations business in Greater China and North Asia. Recent projects supervised by Ben include:

- Cyber due diligence, focusing on the information security integrity of an acquisition target, for a major US private equity firm
- Advising a global resources company on their response to wide ranging cyber breaches and security failings, analysing threat actors, and advising on subsequent remediation
- FCPA due diligence for a global private equity firm, advising them on their first major acquisition in China and the associated reputational and legal risks
- Corruption investigation for a European professional consulting firm into allegations of malfeasance by their senior China management team

Prior to moving to China, Ben managed Control Risks’ corporate investigations financial services practice, which was responsible for the company’s relations with investment banks, private equity firms and asset managers. Ben’s opinions on investment risks, corruption and compliance are regularly cited in the financial media.

Before joining Control Risks he was a journalist specialising in business and finance. He has worked for numerous publications including Bloomberg News, Institutional Investor, Financial News, the Daily Telegraph and the Sunday Business. He has also been published in numerous other publications including the Sunday Times and Observer. He graduated from the University of Birmingham with a bachelor’s degree in modern history and political science.
