Legal & Taxation Working Group meeting in Guangzhou October meeting on the new VAT regulation.
We are pleased to invite you to the next Legal & Taxation Working Group meeting. In this meeting the group will discuss the new VAT regulation. The meeting will be held on Tuesday, the 16th of October at 4:00 p.m. in the office of Rouse & Co International in Guangzhou. The address is: Rouse & Co International Unit 1101, 11th Floor Teem Tower, 208 Tianhe Road, Tianhe District.
In the Legal & Taxation WG the participants are experts on the field of laws and regulations. The working group meets regularly and discusses new laws and issues the European Companies face in China.

1. Welcome
Tina Molz welcomed all participants and informed the group that the new Business Manager is not appointed yet. The Working Group will be informed as soon as a decision is made.
2. Roundtable discussion about the Position Paper Presentation and the new VAT regulation
In the beginning of the roundtable discussion it was said that the Legal Position Paper will be presented on the event on Friday October 19, 2007. In order to represent the Legal & Taxation Working Group of the PRD chapter better, the speaker, Mr. Vivian Desmonts, will also cover some tax issues.
The group agreed that the following points will be presented at the event:
- Publication of new laws, regulations and drafts
- Inconsistency in Implementation
- Transparency
- Arbitration
- The new VAT regulation
After discussing these points the group mentioned that a new law is drafted which should help to find working foreigners in Guangdong without proper Working Permit. It was also said that there should be a list with forbidden jobs for foreigners published soon. The Legal & Taxation Working Group would be interested to meet with the Guangdong Labour Bureau to find out more about that draft.
The next regular meeting of the Legal & Taxation Working Group will be on the 13th of November about the Bankruptcy Law.
