Travel Policies Update

Due to the recent increase of COVID-19 cases domestically and the coming Chinese New Year holiday, many places in China have tightened local travel policies and are encouraging people to avoid unnecessary travel during the holiday.

According to the National Health Commission, those who travel to their hometown (in the countryside) during the Spring Festival will need to carry negative nucleic acid test certificate issued within the previous seven days, and comply with local policies.

BEIJING

Domestic Inbound

From 28th January to 15th March, personnel from low-risk areas in China must hold a negative certificate of nucleic acid test taken within 7 days, implement 14 days of health monitoring after arrival in Beijing, and conduct a nucleic acid test on the 7th and 14th day after arrival. For personnel who stay in Beijing for less than 14 days, health monitoring and nucleic acid testing are implemented based on the length of staying. Personnel from low-risk areas in Hubei and surrounding cities of Beijing will implement the current policy. People from mid-/high-risk areas and lock-down areas are banned from entering Beijing in principle. Travelling for important business or urgent personal reasons needs to get approval from provincial CDC and report to community or unit in Beijing in advance. After approval, they need to carry negative nucleic acid test certificate within 72 hours.

People travelling to Beijing from mid-/high-risk areas in China are required to conduct 14-day centralised or home quarantine.

All close contacts in Beijing of confirmed cases are required to conduct ‘14+7+7’ days of health management, that is, 14 days centralised quarantine, seven days home quarantine and seven days medical observation.

Overseas Inbound

“14+7+7” health management measures:

People arriving in Beijing from overseas need to go through 14 days of centralised quarantine, followed by another seven days of home quarantine—or centralised quarantine if home quarantine is not available—followed by another seven days of health monitoring.

People that arrived in China at another city can enter Beijing after 21 days. After entering Beijing, they need to carry out seven days of health monitoring. For those entering Beijing less than 21 days after arriving in the country, home quarantine for seven days is required, followed by another seven days of health monitoring.

CHONGQING

Domestic Inbound

-        Those who have been in medium and high-risk areas need to show negative nucleic acid test results and pass a temperature check. It depends on the local authority whether a quarantine is needed or not. Consult with the local authority on the latest policy two to three days before arriving.

-        People coming from low-risk areas with a ‘Green Code’ can enter freely.

International Inbound

-        Chongqing as the destination of entry:

‘14+7+7’: 14 days of centralised quarantine + seven days of home quarantine + seven days without taking public transport, participating in gatherings or being in an enclosed public environment.

-        Entering other cities via Chongqing:

After 14 days of centralised quarantine in Chongqing, travellers with valid transport tickets to other places may depart under effective personal protection. Travellers without valid transport tickets need to continue quarantine until their departure is confirmed.

-        Arriving in Chongqing as the destination from other entries:

For travellers who have been in China for less than 28 days, after 14 days of centralised quarantine in the city of entry, those with proof of completing the quarantine and negative nucleic acid test results must undergo seven days of home quarantine and a further seven days without taking public transport, participating in gatherings, or being in an enclosed public environment. CHENGDU

Domestic Inbound

-        For those who have a history of travelling or living in medium and high-risk areas, 14 days of centralised quarantine and at least two rounds of nucleic acid testing shall be strictly implemented;

-        Those who have a history of living or travelling in low-risk areas in cities that contain medium and high-risk areas must have a negative nucleic acid test certificate issued within the previous seven days;

-        People from low-risk areas that have a ‘Green Code’ can pass freely.

International Inbound

GUANGDONG

Domestic Inbound

  • People travelling to Guangdong from high-risk areas in China are required to report to their local community and conduct 14-day centralised quarantine. Two nucleic acid tests will be taken.
  • Those travelling from medium-risk areas are subject to a 14-day home quarantine and a nucleic acid test on the day of arrival.

Overseas Inbound

  • All travelers from overseas have now been required to be isolated for a period of 14 days at hotels in Shenzhen before being transferred to the seven-day community-administered isolation. During the 14-day isolation at a hotel, travelers entering the city from overseas will take a total of four nucleic acid tests: The first three on the first, seventh and 14th day, respectively; The fourth at the end of the community-administered isolation.
  • For those coming from countries and regions where the new variant virus has been found including the United Kingdom, they will take four nucleic acid tests on the first, fourth, seventh, and 14th day, respectively, during their hotel quarantine. And a fifth one will be given on the 21st day at the end of the community-administered isolation.

NANJING

Domestic Inbound

Entering Jiangsu from medium and high-risk areas: 

-        For those that have been to medium and high-risk areas 14 days or more previously, a nucleic acid test shall be carried out on the day of arrival. Further home observation and management shall be carried out until they have been away from medium and high-risk areas for 28 days.

-        Those who have been to medium and high-risk areas less than 14 days previously shall conduct centralised quarantine until 14 days have been reached without a positive test result. Home observation and management shall be carried out until they have been away from medium and high-risk areas for 28 days.

Those entering Jiangsu from low-risk areas in cities that contain medium and high-risk areas require a negative nucleic acid test result obtained within the previous seven days.

Personnel travelling to and from Jiangsu who engage in high-risk work—such as loading, unloading, handling and transportation of cold chain goods (including cold chain food)—must have a negative nucleic acid test certificate obtained within the previous seven days. Read More

International Inbound

Outbound

Travelling out of Jiangsu during the Chinese New Year is not encouraged. In principle, travelling to medium and high-risk areas is not allowed. Travelling outside of Mainland China (except for Macau) is not allowed, except for necessary business purposes.

SHANDONG

Domestic Inbound

All personnel with a history of residence in key areas of the outbreak within 14 days need to take a nucleic acid test.

People who have been to or passed through the medium and high-risk areas shall implement "7 plus 7" and "3 plus 1", that is, sevem days of home isolation and seven further days of health monitoring. Two nucleic acid tests (at an interval of 24 hours) will be carried out immediately after their return. Another nucleic acid test will be taken on the seventh day of home isolation. One serum antibody test must be taken five to seven days after exposure or return.

During the period of health monitoring, a temperature measurements should be taken every morning and evening, and the health situation must be actively reported to the unit and the community. If symptoms such as fever, dry cough, fatigue, diarrhea, smell and taste changes appear, people must go immediately for diagnosis and treatment. Read More

 

SHANGHAI

Domestic Inbound

These measures are effective until 31st March 2021.

  • Travellers from medium-or high-risk regions in China are recommended to postpone their return to Shanghai until the regions’ risk levels are lowered.
  • All travellers from medium- or high-risk regions in China, or from medium- or high-risk areas of prefecture-level cities (districts), must report to their community committee or hotel within 12 hours after arriving in Shanghai.
  • Travellers who have passed through or are from a district/city with high-risk areas are subject to a 14-day centralised quarantine and two nucleic acid tests.
  • Those from or that have been through a district/city with medium-risk areas are subject to a 14-day home quarantine and two nucleic acid tests.

Outbound

It is not recommended to leave Shanghai or China unless returning to your hometown or making critical business trips.

SHENYANG

Domestic Inbound

For travelers from areas with middle-or-high risks, a 14-day concentrated quarantine for medical observation is seriously required.

International Inbound

Passengers inbound in Shenyang as their first point of entry and destination: 14 days of concentrated quarantine for medical observation is required, after which passengers shall be subject to 7-day home quarantine and 7-day community health management.

Passengers who are inbound in Shenyang as their first point of entry and then heading towards other cities: 14-day concentrated quarantine for medical observation is needed. After the quarantine, those who can provide effective credential for leaving Shenyang can be allowed under management, while passengers who cannot offer the credential cannot leave their quarantine hotel until a specific date of leaving Shenyang is decided or 21 days of concentrated quarantine is completed.

Passengers inbound from other places with a credential for the completion of a 14-day concentrated quarantine for medical observation at their first point of entry shall be subject to 7-day home quarantine. For those who are not qualified for home quarantine, 7-day concentrated quarantine and 7-day community health management will be conducted.

Passengers inbound from other provinces without the completion of a 14-day concentrated quarantine before their arrival in Shenyang are subject to “14+7+7” quarantine.

Outbound

Starting from 27th January, outbound travelers don’t have to provide a negative nucleic acid test report taken within 72 hours of departure. Unnecessary outbound travel is not recommended. If you must, please learn about the pandemic prevention and control policies of your destination in advance and hold a negative nucleic acid test report effective within 7 days in case it is needed.

Until 15th March, passengers leaving from Shenyang Taoxian International Airport to or transferring at Beijing Daxing Airport shall hold a negative nucleic acid test report effective within 7 days before their arrival in Beijing.

Travelers taking flights to Sanya shall have a negative nucleic acid test report effective within 72 hours.

TIANJIN

Domestic Inbound

  • Entry-exit personnel

For all personnel entering the city, we will continue to strictly implement the scientific control of "14+7" that is, the centralised isolation will be implemented for 14 days, and the dual test of nucleic acid and specific antibody will be carried out on the 1st, 7th and before the release of quarantine.

  • Personnel of cold chain and other high-risk industries return to Tianjin

For all engaged in the loading and unloading, handling and transportation of imported goods (including cold chain food), as well as port quarantine, frontier inspection, isolation and transport and other high-risk industries to Tianjin personnel, must have their nucleic acid test negative proof done within 3 days before the arrival in Tianjin.

  • Personnel returning to Tianjin from medium and high risk areas

Personnel with a history of living in high-risk areas will be included in classified health management on the day of investigation, and those who have left the above-mentioned areas for 14 days with negative proof of nucleic acid test can move freely.

  • Personnel returning to Tianjin from cities of medium and high risk areas

In addition to Shijiazhuang, Xingtai, Langfang, Hebei province and Daxing district in Beijing (such regions will be adjusted based on the epidemic situation changes in a timely manner) by implementing strictly management, personnel from other high-risk areas return to Tianjin must hold a nucleic acid negative proof test done within 3 days.

  • Personnel returning from low risk areas

People returning from low-risk areas should have a negative proof of nucleic acid test within 7 days, and carry out home medical observation for 14 days. Meanwhile, nucleic acid test should be carried out once every 7 days.

International Inbound

Implement the ‘14 + 7’ (14 days centralised quarantine and seven days home quarantine) closed-loop management and conduct nucleic acid and antibody tests on the 21st day post-entry.

Outbound

No departing from Tianjin – citizens living in Tianjin are highly recommended not to depart from Tianjin to other regions in China or abroad, especially not to medium or high-risk regions. Read More

 

OTHER REGIONS

DAQING

Domestic Inbound

Visitors from or have been high-risk areas in recent 14 days: 14-day quarantine for medical observation and 2 times of nucleic acid test will be conducted.

Visitors from or have been middle-risk areas in recent 14 days: the inbound travel should be approved by local authority for epidemic prevention and control, and a negative nucleic acid test report effective within 72 hours is of necessity. After their arrival in Daqing, a 14-day home quarantine and 2 times of nucleic acid test are required.   

Passengers from middle-or-high risk areas should have a negative nucleic acid test report effective within 7 days and take a free nucleic acid test after arrival.

Passengers from areas where risk level has been adjusted from middle/high-risk to low risk in recent 2 months should have a negative nucleic acid test report effective within 2 days. After their arrival, a home quarantine for 7 days is required.

Specific populations who deal with cold-chain imported food, have direct contact with imported goods at ports, work at quarantine sites or in transportation sector shall hold a negative nucleic acid test report effective within 7 days. Others (including people from low-risk areas of other provinces) are not subject to nucleic acid test after their arrival in Daqing.

Visitors coming from overseas shall undergo a ‘14+7+7’-day quarantine for medical observation, which means 14 days of centralised quarantine for medical observation at their first point of entry in China, followed by seven days of centralised quarantine for medical observation in their destination and subsequently another seven days of home quarantine.

Outbound

Domestic Inbound

Visitors from or have been high-risk areas in recent 14 days: 14-day quarantine for medical observation and 2 times of nucleic acid test will be conducted.

Visitors from or have been middle-risk areas in recent 14 days: the inbound travel should be approved by local authority for epidemic prevention and control, and a negative nucleic acid test report effective within 72 hours is of necessity. After their arrival, 14-day home quarantine and 2 times of nucleic acid test are required.

International inbound passengers shall undergo a ‘14+7’-day quarantine for medical observation, which means passengers who directly enter Ha'erbin through Taiping International Airport are subject to 14 days of centralised quarantine for medical observation and seven days of home quarantine for medical observation. 

International passengers from other points of entry that have already completed 14 days of centralised quarantine for medical observation: if quarantined less than 21 days before arrival in Ha’erbin, they should report personal information to their town/community/organisation 72 hours before arrival, stay seven days at home for medical observation after arrival and carry out nucleic acid tests as required. People who do not qualify for home medical observation shall be subject to seven days of centralised quarantine.

People who are in or have been to high-risk areas within recent 14 days: Outbound travel is not allowed.

People who are in or have been to middle-risk areas within recent 14 days: Outbound travel is not recommended. If it is necessary, the outbound travel should be approved by local organisation or community, and a negative nucleic acid test report effective within 72 hours of departure is required.

Low-risk areas: A negative nucleic acid test report effective within 7 days of departure is required.
